Abstract:

The aim of this study is to deal with the development of the three basic media accessibility applications (audio imaging, subtitles for hearing disabilities and sign language translation) in the television environment. Media accessibility in the world can be addressed in three stages: (1) before 1990, (2) between 1990-2005 and (3) after 2006, formed by legal regulations under the influence of civil society movements. In this context, the 1990 Disabled Americans Act in the United States, the 1990 Publishing Act in the UK and the 2006 Convention on the Rights of Disabled People played a decisive role. In Turkey, the media accessibility can be considered to be in the first stage with the launch of the Telegün in 1990 by TRT, and in the second stage with the Law on the Amendment of Disabled in 2005 No. 5378 and some provisions of law and law. The third phase depends on the implementation of the legal arrangements to connect the broadcasting agencies. The visual and hearing content made accessible with the contributions of the Voice Imaging Association can still be accessed from the websites of some publishing organizations.
