Günümüzde kurumların devamlılıklarını sağlamak için varlıklarını borçlu oldukları toplumun olumlu düşünmelerine ihtiyaçları vardır. Kurumların nasıl olduklarından daha çok toplum tarafından nasıl algılandıkları önemlidir. Demokratik toplumlarda seçimle iş başına gelen belediyelerin; halkın talep ve beklentilerine uygun hareket edebilme mantığı ile halkı tanıma ve bütünleşme çabalarına gereken önemi vermeleri de tüm özel ve kamu kurumlarında olduğu gibi bir zorunluluktur. Bu çalışmanın amacı belediyelerin halka dönük faaliyetlerinin imajına olan yansımasını ölçmektir. Çalışma evreni olarak Tokat ili Erbaa İlçesinin 2014 ten bu yana hizmet veren Erbaa Belediyesinin çalışmaları incelenmiş ve Erbaa halkına belediye hakkında görüşlerini yansıtacakları bir anket uygulanmıştır.Kurumlar ile halk arasında güven temelli sağlıklı iletişim arttıkça pozitif algılamaların da arttığı sonucuna ulaşılmıştır.
