2017 Anayasa değişikliği ile Cumhurbaşkanlığı hükümet sistemi kabul edilmiştir. Yeni yürütme sistemi ile birlikte hem idari teşkilatlanmada hem de idari işleyişte önemli değişiklikler meydana gelmiştir. Bu değişikliklerden birisi Cumhurbaşkanlığı Politika Kurulları ve kurulların yapacağı politika oluşturma faaliyetleridir. Çalışma kapsamında, kurulların idari teşkilatlanmadaki yeri ve faaliyetlerinin niteliği ile Cumhurbaşkanlığı hükümet sisteminde kurulların işlevsel olarak yeri ve önemi incelenecektir.
The 2017 Constitution amendment approved the President's government system. With the new system of execution, significant changes have occurred both in the administrative organization and in the administrative function.
