II. Abdülhamit Dönemi’nde Osmanlı-Almanya İlişkileri oldukça önem kazanmıştır. Bu açılım, Osmanlı Devleti’nin Avrupalı Büyük Devletlerle diplomatik ilişkilerinin seyrini de etkileyecek temel prensiplerin değişmesine sebep olmuştur. II. Abdülhamit döneminden itibaren gelişen dış siyasetteki bu belirgin değişim Osmanlı Devleti’nin dış politikasında dönüm noktası olmuş ve devletin dağılmasına kadar sürmüştür. Diplomaside çok yönlü bir siyaset izleyen II. Abdülhamit’in tavrı, zamana, mekâna, şartlara ve hedeflerine göre değişmiştir. Kimi zaman denge politikası izlerken, kimi zaman tarafsızlık ve bağımsızlık politikası, kimi zaman barışçı ve tavizci fakat yerine göre de tehdit politikası izlemiştir. Onun bu dönemde Almanya’ya yakınlaşma politikası denge siyasetinin bir örneğidir. İngiltere ve Rusya’ya karşı Almanya’nın desteğini sağlamak kaydıyla uluslararası diplomaside Osmanlı’nın gücünü artırmak istemiştir. II. Abdülhamit’in Almanya siyasetinin genel olarak ele alındığı bu çalışmada, Padişahın neden Almanya’ya yakınlaştığı ve bu yakınlaşmanın boyutları kendi görüşleri de dikkate alınarak değerlendirilmiştir.

His approach to Germany in this period is an example of the balance policy. With the aim of providing the support of Germany against Britain and Russia, he wanted to increase the power of the Ottoman in international diplomacy. and II. In this study, where Abdülhamit’s policy is generally discussed, the reason why the Padişah approached Germany and the dimensions of this approach were assessed by taking into account his own views.
