Abstract:

Health is a service that is the duty of the state to provide equal and fair service, which is part of the fundamental rights and freedoms. Each state is under financial burden to provide adequate and comprehensive health care to its citizens. According to the structure of the state, the financing mechanism changes, but according to the social state concept, the financing of the service price is the state’s responsibility. The social security system is a system that reduces this responsibility over the state and removes financial obstacles that can prevent the citizen from receiving service. In Turkey, the efforts to develop the social state understanding and the social security system are a matter that the governments stand on in every period. In Turkey, the General Health Insurance Programme has begun to be implemented. The extended scope and comprehension of general health insurance and the social security system has created differences in terms of the use of health services and financial balances on society and the state. In addition to the Health Transformation Programme, a large change has occurred in the healthcare and social security system. The role of the Ministry of Health in the Health Transformation Program is focused on the issues of social security system, accessibility of health services. The purpose of the research is to identify the views, perceptions and assessments of university students who benefit from the social security system and health services in accordance with the relevant legislation. The study included the problems that students face when taking advantage of the system, the achievements they obtain from the system and their evaluations on the positive or negative aspects. As a result, the system’s functioning, the failures experienced and the satisfaction of the users were assessed. It has been found that students are under social security increases the use of health care, that their satisfaction is positively related to the state of transportation to health care, that there is a relationship between the state of social security and their satisfaction.
