Abstract:

Ortadoğu’nun uzun yıllar sömürge altında kalmış olması ve Batı’nın desteğini alarak halkını baskı altında tutan otoriter rejimlerin varlığı, zaman içerisinde halkın hoşnutsuzluğuna sebep olmuştur. Demokrasinin gereği olan yönetimde daha çok söz hakkı isteği, ekonomik durumun kötüye gitmesi ve özgürlük talepleri, Arap Baharı olarak tanımlanan ve bölgede domino etkisi yaratan protesto hareketlerinin gerçekleşmesine sebep olmuştur. Arap Baharı’nın önemli aktörlerinden olan ve bulundukları ülkelerde ‘‘devlet içinde devlet’’ olarak anılan Müslüman Kardeşler, temel hedefleri olan İslam devleti ve Müslüman birliğini kurmak için hemen her dönem faaliyetlerini sürdürmüştür. Sivil toplum kuruluşu gibi hareket ederek okul, hastane, fabrika ve cami kurarak her alanda olduğu gibi siyasi alanda da varlıklarını hissettirmiştir. Müslüman Kardeşler, deviremeyeceklerini düşündükleri rejimlere karşı hareketten kaçınmışlardır ancak, fırsat buldukça zayıf gördükleri yönetimlere yönelik devirme girişiminde bulunmuşlardır. Arap Baharı sürecindeki gelişmeler bunun göstergesi durumundadır. Bazıları için Arap halkının sesi, İslami değerlerin simgesi olarak görülen, bazıları tarafından da demokrasiyi tehdit eden siyasal İslam’ın yükselişi olarak görülen Müslüman Kardeşlerin iktidara gelmesi durumunda, Arap Baharının temel söylemlerine uygun olarak nasıl bir politika izleyeceği merak edilmekle birlikte endişe de yaratmaktadır. Arap Baharı sürecinde tüm muhalif kesimleri egemen diktatörlüklere karşı bir araya getiren ‘‘çoğulculuk’’, ‘‘demokrasi’’ ve ‘‘özgürlük’’ etmenlerinin bölgedeki sorunları kesin olarak çözeceği belli olmasa da, bundan sonraki süreçte ‘‘Pan-Arabizm’’, ‘‘İslam’’ ve ‘‘demokrasi’’ kavramlarının vazgeçilmez olacağını ortaya koymuştur.

The fact that the Middle East has been under colony for many years and the existence of authoritarian regimes that hold their people under pressure by taking the support of the West has in time caused the people's disappointment. In a democratic government, more desire for the right of speech, the deterioration of the economic situation and the desire for freedom have led to the demonstration movements, defined as the Arab Spring and created the domino effect in the region. The Muslim Brotherhood, which is one of the important actors of the Arab Spring and is called “state within the state” in the countries where they are, has continued their activities almost every period to establish the Islamic State and the Muslim unity, which is their main objectives. The civil society, acting like a organization, established schools, hospitals, factories and mosques, and felt its existence in the political field as in every field. The Muslim Brothers have avoided the movement against the regimes they think they won’t turn away, but they have tried to turn away against the governments they see weak as they find the opportunity. The developments in the Arab Spring process are indicating this. For some, the voice of the Arab people, which is seen as a symbol of Islamic values, and for some, which is seen as the rise of the political Islam that threatens democracy, the Muslim Brotherhood will come to power, with the question of how the Arab Spring will follow a policy in accordance with the basic statements. Although it is unclear that the “multiple”, “democracy” and “liberality” factors that gathered all the opposition sections against the ruling dictatorships in the Arab Spring process will solve the problems in the region, the “Pan-Arabism”, “Islam” and “democracy” concepts will be inevitable in the subsequent process.

The fact that the Middle East remained under colonial administration, and that the existence of authoritarian regimes that oppressed the people aided by the West have, over time, led to public discontent. The right to request more say in management as the requirement of democracy and deterioration of the economic situation and the demands of freedom caused the protest movements, known as the Arab Spring, and created domino effect in the region. The Muslim Brotherhood, known as the “state” in the state, whose main objectives are the unity of Muslims in order to build an Islamic state in the countries, continued its activities in every period. Establishing schools, hospitals, factories and mosques, acting as non-governmental organizations, they made their presence feel in the political arena as well as in all areas. The Muslim Brotherhood avoided any movement against the regimes they have thought they couldn’t overthrow, but on occasion they have attempted to overthrow the governments they thought they were weak. Developments taken place in the Arab Spring has been the indicator of this process. In the event that Muslim Brothers, who are seen for some as the sound of Arabian Community, the symbol of Islamıc values and for some else seen as the rise of political Islam that threats the democracy, come to power, anxiety and concern about the sort of policy that Arab Spring will follow in accordance with the basic discourses is rising. Although it is not obvious that “Pluralism”, “Democracy'”and “Freedom” factors bringing together all the dissident sections against the ruling dictatorship will certainly solve the problems in the area in the process of the Arab Spring, it reveals that “Pan-Arabism”, “Islam” and “Democracy” concepts will be essential in the following process.
