In this study the effects of compliance to ethical values of manger behaviors in organizations on employee’s perception of justice and development of an attitude regarding the organization is explored. The aim of study is to determine the perception of organizational justice and cynicim level of the employees working at the police deparment, to explore how ethical leadership behaviours of managers are perceived by the employees and to examine the effects of this perception on organizational justice and cynicim. For this purpose data were collected from 322 personnel working in Çanakkale provincial police office by conducting a questionnaire in a face-to-face manner in the year 2015 including the period of november-december.Factor analysis, T test, correlation analysis and regression analysis were performed on the collected data. According to the results of the study, organizational justice is positively affected by leadership behaviors of managers while it has a negative effect on organizational cynicism. While managers perception of ethical leadership behaviors were differentiated with respect to employee’s age, marital status and professional status, gender and terms of employment doesn’t show differences. Moreover, employee’s perception of organizational justice were differentiated according to marital status and professional status whereas perception of cynicism doesn’t differ by age, marital status and and professional status
