Teknik ama bir o kadar da öncelikli ulusal sorunlarımızdan birisi de “tersine göç” sürecindeki “asimetrik göç” sorunsalıdır. Mücavir alan kavramının neredeyse anlamını yitirdiği “İstanbul Metropoliten Alanı’ndaki yoğuşma ve bölgedeki kentsel obezleşme, insanca yaşam açısından, yerel kamusal hizmet sunumu için yetersiz kalması bölgesel eğilimleri kaçınılmaz hale getirmektedir. Bu süreç merkezi yönetimleri şiddetle desantralizasyona iterken. bu çerçevede tıpkı büyükşehirleşme süresince olduğu gibi (nüfus artışı ve kent merkezleri birbirine yaklaşarak büyükşehirler oldu) bölgesel süreçte de büyükşehirler birbirlerine yaklaşmakta ve kaynaşmakta bu yaklaşmanın sonucunda büyükşehirlerin birbirleri ile entegrasyon gereksinimi ortaya çıkmaktadır.
