Şu an için 65 maddeden oluşan Köy Kanunu Tasarısı Taslağı 65 madde olarak öngörülmüş olan 27 sayfalık bir metindir. Tasasısı taslağı metin hacmi bakımından olağan / normal bir içeriğe sahiptir. Teknik açıdan gözle görülür bir sorun yoktur. Kadim köy kanu, tıpkı dernekler kanunu gibi, tıpkı 657 sayılı devlet memurları kanunu gibi, devletin temeli niteliği taşıyan çok önemli kanunlarımızdandır. Yerel yönetimlerin temeli (orijini) sayılan köy kanunu, klasik belediye kanununun, büyükşehir belediyesi kanununun, il özel idaresi kanununun, belediye gelirleri kanununun 2015 ve 2016 daki reform sürecinde değişmesinin ardından neredeyse maddelerinin kahir ekseriyeti havada kalmış dırumdadır. Bu nedenle köy kanununun revize edilmesi bu gün için imkansız hale gelmiş yeniden yazılması ve TBMM de kabul edilip yürürlüğe girmesi zorunluluk halini almıştır. Bu çalışmamız da İçişleri Bakanlığı’nın sitesine koymuş olduğu tasarı taslağına ilişkin irdelemelerimizi kapsamaktadır. İlgili bilim insanlarına faydalı olmasını ümid ederiz.
Currently, the 65-page draft countryside bill is a 27-page text, which is proposed as 65-page. The text design has a normal/normal content in terms of text volume. There is no technical problem. The ancient village law, like the law of associations, as well as the law of state officials number 657, is one of our very important laws that have the basic character of the state. The foundation of the local governments (origin) of the village law, the classical municipal law, the major city law, the provincial private administration law, the municipal income law in the reform process in 2015 and 2016 is almost an excess of its articles in the air. Therefore, the revocation of the village law has become impossible for today to be re-written and the TBMM has become mandatory to be accepted and entered into force. This work also covers our suggestions regarding the draft draft draft that the Ministry of Interior has placed on the site. We hope it will be useful to the scientists.
