Bu yazıda YÖK ve Dünya Bankası tarafından yürütülen Hizmet Öncesi Öğretmen Yetiştirme Projesi bağlamında, sınıf öğretmeni yetiştirmede karşılaşılan planlama sorunları incelenmiştir. Bu amaçla son dönemde sınıf öğretmeni yetiştirme konusunda gözlenen arz-talep dengesizliğine değinilmiş ve alınması gereken önlemler tartışılmıştır. Buna göre sınıf öğretmeni yetiştirmede gözlenen plansızlığınaçık kanıtı, özellikle son yıllarda her hangi bir yükseköğretim programından mezun neredeyse bütün adayların, söz konusu kadrolara atanmasının olağan bir uygulama haline getirilmesidir. Oysa sınıf öğretmenliği ancak bu amaçla hizmet öncesi eğitimden geçmiş elemanların gösterebilecekleri mesleki yeterlikler içeren özel bir uzmanlık mesleğidir; Ancak öğretmen yetiştirmedeki plansızlığın yanı sıra zorunlu temel eğitimin sekiz yıla çıkarılması ile artan sınıf öğretmeni gereksiniminin, bu konuda önemli bir bilgi birikimi ve kurumsal geleneği olan ülkemizde, bütün dengeleri alt üst ettiği gözlenmektedir. Özetle; bu bildiride, sınıf öğretmeni yetiştirmede mevcut durum ve çözüm bekleyen sorunlar ÖSYM kaynaklı bilgilere ve istatistiksel verilere dayanarak i rd elenmektedir.
