Abstract:

In recent years, the concept of decentralization has been on the agenda of the country's economies. In this context, in Turkey the Law numbered 6360 made in 2012, also contains the decentralization codes. In the study, the Law numbered 6360 shown as an important step in terms of the decentralization is analyzed by the Local Government Economics and it is investigated that the Law is closer to which paradigm. Considering in terms of the Local Government Economics, as well as not only the Neoclassical paradigm but also the Public Choice Theory sign the decentralization as a solution to reach the efficiency of the public sector. However, it has been detected that the Law numbered 6360 made in 2012, more carries the patterns of the Neoclassical paradigm. In this case, it can be said that the Law does not coincide with the theoretical basis of today's public economics. Besides, the Law numbered 6360, in terms of the decentralization also has the positive or negative features.
