Özet:

Law No. 6360, which has an important place in radical reforms to transform Turkish public administration, has been implemented for many purposes such as increasing activity and efficiency in the provision of public services, eliminating the lack of coordination, benefiting from the economies of scale, solving problems caused by transportation, environment and industrialization. The issues requiring the new model in the justification of the law are gathered around two axes. The first one is to establish a local administration approach based on new public administration principles, while the other is to create a strong local government structure that will provide more efficient use of resources and produce services on an optimal scale. In this context, the criteria for being metropolitan municipality have been changed, the number of metropolitan municipalities, which is 14, has been increased to 30. It is one of the provinces that achieved metropolitan status with the law numbered 6360 in Fiskesir. The aim of the study is to examine how the Law No. 6360 affects the service delivery within the scope of Fisheries and to what extent it has achieved its objectives in terms of the members of the Metropolitan Council, who appear to be the decision-making body that reflects all the current political approaches in the metropolitan area. In this context, methods of text analysis and field research were used in the study. Fishesir province was preferred for the field research, and a questionnaire study consisting of 5 demographic questions and 37 proposals was applied on the metropolitan council members. As a result of the research, it was seen that the members of the council had a negative view on the reflections of the 6360 regulation to the local, and the points they put forward in order to contribute to the establishment of an effective and efficient understanding of service were underlined.
