Abstract:

With the new approach in public administration, institutional performance management is one of the first models to be implemented in the private sector and then to the public sector. In addition to providing an efficient, efficient and economical service, fulfillment of the demands and expectations of the individuals, transparency, quality, accountability and the performance of performance management is very important in fulfilling the principles of fairness. One of the areas that institutional performance management influences is the health sector. In the study, changes in the performance practices and understanding of health institutions over the years have been examined and evaluated. In this study, EBSCO, Journal of Park Academic (ULAKBİM), Directory of Open, JSTOR, Science Direct, Scopus, and Web of Scinece databases, studies on corporate performance in Turkey to investigate the health institutions were examined by systematic data analysis method. A total of 36 trials and several theses published between 2010 and 2016 were included in the data analysis. In studies investigated; • Mainly in health institutions in Turkey in the performance evaluation data envelopment analysis (DEA) is used, • In a significant part of the studies, the performance of the Public Hospital Unions was evaluated, • The fact that publicly owned health institutions do not use their resources effectively and significantly, • The fact that the financing structure of public hospitals is predominantly self-funded and the hospital financing structure is adversely affected due to the problems experienced in the reimbursement system, • Nearly all university hospitals are inactive, financial indicators do not comply with standards, financial sustainability becomes unstable, debts continue to rise, • It is important to note that poor performance in private health care facilities is a major problem, • It has been argued that the implementation of individual performance causes the successful implementation of corporate performance to remain behind, • While the pay-per-service system has increased health care production, it has caused negative results in corporate performance and productivity, • In a significant part of the studies, the effects of regional disparities on hospital performance are overlooked. The public and private sector performance system needs an absolute overhaul.
