Abstract:

In order to perform various social and economic goals, countries use government investments and investments incentive certificates. to be directed of immigrations is the most important of these social objectives. In the region of TRA2(Ağrı, Kars, Iğdır and Ardahan), to be directed immigration, opportunity of investment incentives are more presented and government investments are consistently increased. In this research, The effects of Government investments which were made between 2000-2012 and opportunity of investment incentives over immigrations and its most important reasons, which are employment-unemployment, lowincome, and limitedness of urban services , were assessed. After the analysis of tables created for population, migration, employment, public investment and incentive certificates, it is proposed that public investment and incentive certificates have limited effects on directing migration and abolishing the reason of migration
