1980’li yılların sonu itibariyle ortaya çıkan katılımcı bütçeleme anlayışı, vatandaşların, doğrudan bütçe harcamaları ve öncelikleri ile ilgili kararlara özgür iradesi doğrultusunda katılmasını sağlayan bir sistemdir. Bu bütçeleme sistemi son yıllarda büyük gelişme kaydederek özellikle yerel yönetimlerde halkın bütçeleme sürecine doğrudan katılımını sağlamaktadır. Merkezi ve yerel yönetimler bütçeleme sürecine vatandaşların katılımını sağlayarak daha demokratik bir yapıya sahip olabileceklerdir. Ayrıca ulusal ve bölgesel kalkınmayı sağlamak için katılımcı demokrasi ve bütçelemenin gelişmesine ihtiyaç vardır. Çalışmada öncelikle, katılımcı bütçelemenin daha iyi anlaşılabilmesi için bu uygulamanın temelini oluşturan katılımcı demokrasi kavramı ele alınacaktır.
