Abstract:

Purpose: In this study, the question of what power fields and resources the strategic management work in public institutions forms the power pattern within the organization is asked. Method: Work in the framework of the expressed objective is designed in the form of multi-example event work. There are seven strategic plans to be prepared for the work. There were 11 interlocutors from these seven institutions. In addition, a series of data was collected through observations made by the researcher during the period during which the sample incident studies were carried out. In addition to observations and interviews, the research has been used in documents that have data character in the framework of the purpose of the research, which belongs to the institutions. The data obtained were analyzed based on the indicators created from the emphasis in the literature. Findings: The analysis of the data indicates that strategic management studies are used as a tool to change the power pattern within the organization and because of this feature, it can affect the power pattern within the organization in certain ways. Conclusion: It has been concluded that organizational context-specific factors are determinative both in the degree and direction of influencing the power pattern within the organization and in its use as a tool.
