Eğitim programları, ülkelerin eğitim sitemlerinin temelini oluşturan yapı taşlarıdır. Çünkü eğitim programları, bireye okulda ve okul dışında niçin öğretelim, ne öğretelim, nasıl öğretilelim ve ne kadar öğretebildik sorularının cevaplarının yer aldığı kapsamlı, sistematik öğrenme yaşantıları düzeneğidir. Eğitim alanında yaşanan sorunların birçoğu eğitim programı geliştirme ve değerlendirme alanındaki aksaklıklardan kaynaklanmaktadır. Metaforlar, ifadenin canlı ve heyecanlı kalmasını sağlar. Metaforun özü, bir noktayı başka bir noktadan anlamak ve tecrübe etmektir. Metaforlar birçok disiplinde ve hatta günlük hayatta da sürekli kullanılmaktadır. Araştırmanın amacı, Türkiye’de temel eğitimde program geliştirme ve program değerlendirmeye ilişkin, eğitim programları ve öğretim anabilim dalında görev yapmakta olan öğretim elamanlarının metaforik algılarının belirlenmesidir. Araştırma, öğretim elemanlarının görüşlerini belirleyebilmek için nitel yaklaşımla desenlenmiştir. Türkiye’de ki üniversitelerin Eğitim Programlar ve Öğretim alanında görev yapmakta olan tüm öğretim elemanlarına mail yoluyla görüşme formu iletilmiş ve öğretim elemanları online ortamda görüşme formunu doldurmuşlardır. Araştırmadan elde edilen verilen analiz edilmesinde ve yorumlanmasında nitel analiz yöntemlerinden, betimsel analiz tekniği kullanılmış ve veriler benzerlikleri dikkate alınarak kategorileştirilerek frekans ve yüzde şeklinde sunulmuştur. Eğitim Programları ve Öğretim alanında görev yapmakta olan öğretim elemanlarının algılarına göre Türkiye’de temel eğitimde yapılan program geliştirme ve değerlendirme çalışmalarının bilimsel ve sistematik olmadığı, program geliştirme çalışmalarında kullanılan modellerin toplumun ihtiyaçlarına uygun olmadığı, program geliştirme komisyonlarının oluşturulmasında sorunların yaşandığı ve programın ögeleri arasında olması gereken dinamizmin sağlanamadığı, program değerlendirme çalışmalarının sonuçlarının çok fazla dikkate alınmadığı hatta program değerlendirme çalışmalarının yapılmadığı ve yapılanların ise program değerlendirme çalışması olarak değerlendirilemeyeceğini çünkü yapılan program değerlendirme çalışmalarında uygun yaklaşım, yöntem ve tekniklerin kullanılmadığı söylenebilir.
Educational programs are the building stones that make up the foundation of the educational sites of the countries. Because the educational programs are a comprehensive, systematic learning life arrangement where the answers to the questions of why we should teach, what we should teach, how we should be taught and how we could be taught include. Many of the problems in the field of education are due to failures in the development and evaluation of the educational program. Metaphors make the expression alive and exciting. The essence of the metafor is to understand and experience one point from another. Metaphors are constantly used in many disciplines and even in everyday life. The purpose of the research is to determine the metaphoric perceptions of the teaching elements that are working in the field of educational programmes and education in the field of basic education and program evaluation in Turkey. The research is designed by a qualified approach to determine the opinions of teachers. In Turkey, all teachers who are working in the field of educational programs and teaching have been sent the interview form by mail and teachers have filled the interview form online. In the analysis and interpretation of the quality analysis methods obtained from the research, the visual analysis technique was used and the data was categorized in the form of frequency and percentage, taking into account the similarities. According to the perceptions of the teaching members who are working in the field of education and education, the program development and evaluation work in the basic education in Turkey is not scientific and systematic, the models used in the program development work are not in accordance with the needs of society, the problems in the creation of the program development committees and the dynamism that should be among the objects of the program cannot be provided, the results of the program evaluation work are not taken too much into consideration, even the program evaluation work is not done and the work is not assessed as the program evaluation work because the appropriate approach, methods and techniques are not used in the program evaluation work.
