Abstract:

This study aims to analyze the problematic functioning of protection responsibility from a theoretical perspective. The study suggests that the movement from the English School theory to the values, institutions and rules that people share, the values and rules that the states share, has been a conflict between institutions and rules. According to the English School, the values and rules shared by non-governmental actors and the institutions founded on these values and rules are one of the elements of the world community. The protection responsibility is also defined as an element of the world community according to this definition. The responsibility for the protection of human rights has been given to the international community. The international community also represents the values and rules shared by the English School between the states and the order created by the institutions founded on them. The main reason for the problematic functioning of the protection responsibility is that the international community is in a position that is sufficiently dominant to determine the form of organization of today’s international relations according to the world community.
