Her iki dünya savaşının kazananı ABD, her iki savaşta da kendi ülkesine tek bir bomba düşmemesi sebebiyle yakaladığı süper güç olma sıfatı ve başkanlarının adıyla anılan doktrinleri vasıtasıyla, başta müttefikleri olmak üzere, tüm dünyaya kendi politikalarını açıklama yoluna gitmiştir. 19’uncu yüzyılda Monroe ile başlayan, 20’nci yüzyıl başında Milletler Cemiyeti’nin kurulması vasıtasıyla yeni bir dünya savaşını önlemeye çalışan Wilson ile devam eden bu süreç, özellikle İkinci Dünya Savaşı sonrası soğuk savaş döneminde, tüm başkanlarda, farklı farklı politika ve bölgeler özelinde şekillenmeye devam etmiştir. 1991’de Sovyet Sosyalist Cumhuriyetler Birliği (SSCB)’nin yıkılmasıyla biten soğuk savaş sonrası 2001’e kadar geçen ilk on yıllık dönemde, tek kutuplu dünya düzeni ile dünya, göreceli bir barış havasına girmiştir. 2001 yılında ABD’nin kalbine yapılan terörist saldırılar, ABD’nin “Ya bizimlesiniz ya da teröristlerle” cümlesiyle hayat bulan Bush doktrini vasıtasıyla, yine yeni yeniden, dünyaya kendi politikasını ilan ve dikte etmesine sebep olmuştur. 2001 yılından itibaren, terörle ilişkilendirilen ülkelere operasyonlar başlamış, Afganistan ve Irak operasyonları, bu doktrinin gereği olarak karşımıza çıkmıştır. ABD’nin ana politikası, terörle mücadele iken, geçen süreçte bu politika, terörü kullanarak mücadeleye dönmüştür. The winner of the two world wars, the United States, through the status of a superpower which it captured in both wars because there was no single bomb to its country and through the doctrines referred to by its presidents, first and foremost its allies, has gone to the way of explaining its policies to the whole world.
