Bu çalışmada, 6360 sayılı Kanun’un, büyükşehir belediye sınırlarında bulunan ve tüzel kişiliği kaldırılarak mahalleye dönüştürülen belde belediyeleri ve köyler üzerindeki etkisi incelenmektedir. Çalışma kapsamında Antalya ili sınırları içerisinde bulunan ve mahalleye dönüştürülen 20 belde ile 113 köy yer almaktadır. Nicel analiz yöntemi kullanılarak gerçekleştirilen çalışmada, veri toplama aracı olarak anket tekniğinden yararlanılmıştır. Elde edilen bulgular, 6360 sayılı Kanun ile getirilen değişikliklerin mahalleye dönüşen birimlerde olumsuz karşılandığı, hizmet memnuniyetinin düşük olduğu, büyükşehir belediyesinin kırsala hizmet götürmede yetersiz kaldığı ve muhtarların görev ve yetki bakımından önemini yitirdiği tespit edilmiştir. Bundan dolayı, kırsal hizmetlerde asıl sorumluluğun ilçe belediyelerine devredilmesi, yerele ilişkin düzenlemeler yapılmadan önce ilgili kesimlere danışılması, kırsal ve kentsel mahallerinin statü bakımından farklılaştırılması gerektiği sonucuna ulaşılmıştır.
In this study, the impact of the Law No. 6360 on the municipalities and villages that are located within the border of the mayority and that are transformed into neighborhood by removing legal personality. In the framework of the study, there are 20 towns and 113 villages located within the borders of Antalya and converted into neighborhood. In the study conducted using the Nicel analysis method, the survey technique was used as a data collection tool. The findings obtained have been found that the changes brought by Law No. 6360 were negative in the neighboring units, that the service satisfaction was low, that the majority municipality remained insufficient in carrying out services in the countryside, and that the mayors lost their importance in terms of duty and authority. Therefore, the main responsibility in rural services has been transferred to the municipalities, the consultation of the relevant departments before the local arrangements are made, and the distinction of the rural and urban neighborhoods in terms of status has been made.
