Performance measurement and management in public sector traces back to the practices carried out at personnel and organizational levels in the US federal, state and local governments in the beginnings of the 20th century; but in time, has evolved through changes of content, organizational visibility, methods and aims. Performance management has been disseminated among public organizations when the new public management reforms arose in 1980s. In this study, policies, practices and problems related with performance measurement and management in public sector has been investigated with a comparative perspective. Empirical findings and policy experiences of various countries are compared with regard to both transition process to public sector performance management in Turkey, and policies and problems within this context. As a conclusion, premises and insights that are open to further empirical testing have been asserted.
