Abstract:

The alliance relations between Turkey and the USA began in the 1950s. The security threat centered on the USSR during the Cold War Era was the main element that provided the main starting point and continuity of this alliance. This alliance relationship, which continued after the end of the Cold War, has continued until today, although it has followed a fluctuating course from time to time. Especially during the years of 2009 – 2017, when the 44th President of the USA, Barack H. Obama, was in office, many different problems were experienced in the relations between Turkey and the USA, and in this process, the future of the alliance began to be questioned on both sides. Undoubtedly, the theoretical approaches used in the analysis of actor pairs are also important. In this context, the Neoclassical Realist approach used in the study is important in terms of asserting that some internal factors as well as the international system can be effective in shaping the foreign policies of the states. Because according to this theoretical approach, perceptions of leaders, strategic culture, state-society relations and bureaucracy can also be effective in addition to the international system. In this study, first of all, a theoretical framework will be created according to the Neoclassical Realist approach. Then, the problems experienced during the Obama Era will be discussed. In the third part of the study, the problems between the two states during the Obama Era will be analyzed in the light of the parameters created in the theoretical framework section.
