Günümüzde hızla yükselen bir ideoloji olarak popülizm liberal demokrasileri tehdit etmektedir. Popülizm farklı bir demokrasi anlayışı ile yarı otoriter yarı demokratik olan melez rejimlerin ideolojik temellerini ve gerekçelerini sağlamaktadır. Popülizm bu farklı demokrasi anlayışı ile anayasal olarak çizilmiş sınırlara göre davranması beklenen yönetimlere sınırsız, denetimsiz ve paylaşılmayan bir iktidar vadetmektedir. Popülizmin otoriter potansiyelinin merkezinde kuşatıcı halk egemenliği anlayışı yatmaktadır. Bu anlayışın felsefî ve teorik kökleri Jean Jacques Rousseau ve Carl Schmitt’in görüşlerinde bulunmaktadır. Bu iki filozofun görüşleri sınırlandırılamaz, devredilemez, bölünemez ve yanılmaz bir egemenlik anlayışına ilham vermektedir. Bu egemenlik anlayışı halkın homojen, yekpare ve özcü bir şekilde tanımlanması sayesinde mümkün olabilmektedir. Popülizmde, halka atfedilmesine rağmen kuşatıcı egemenliğin bizzat halk tarafından kullanılmasının şart koşulmadığı, hatta bunun pek de mümkün veya arzu edilen bir durum olmayacağı fikri öne çıkmaktadır. Nihayetinde halka ait olan ancak halkın bizzat kendisi yerine halkın organik partisi, sözcüleri veya lideri tarafından kullanılabileceği düşünülen bir egemenlik anlayışı ortaya çıkmaktadır.
Today, as a rapidly rising ideology, populism threatens liberal democracies. Populism provides the ideological foundations and reasons for the semi-autoritarian semi-democratic regimes with a different conception of democracy. Populism promises unlimited, uncontrollable, and unshared power to governments which are expected to act according to the constitutional limits of this different concept of democracy. In the center of the authority potential of populism lies the conception of circular popular sovereignty. The philosophical and theoretical roots of this understanding are found in the views of Jean Jacques Rousseau and Carl Schmitt. These two philosophers' views are inspired by an unlimited, untransferable, undivided and misleading concept of sovereignty. This concept of sovereignty can be made possible thanks to the homogeneous, unified and authentic definition of the people. In populism, the idea that, despite its public assignment, the use of the surrounding sovereignty by the people is not conditional, and that it will not even be a very possible or desirable situation. In the end there is a concept of sovereignty that belongs to the people but is thought to be used by the organic party of the people, the spokesman or the leader instead of the people themselves.
