Ülkemizde kurumlaşması 1960’lı yıllara dayanan Organize Sanayi Bölgeleri (OSB’ler) zaman içinde hem sayı olarak artmış hem de ölçek ve kapsam olarak büyümüş, ülkenin tüm bölgelerine yayılmıştır. Süreç içinde ve yeni gelişmeler bağlamında önemli değişikliklere uğrayan OSB’lerin yönetim yapıları ve işlevleri, küresel ve bölgesel gelişmeler karşısında yetersiz kalmaya başlamıştır. OSB’lerin yönetsel sorunlarını çözmek ve daha etkili-işlevsel bir kurumsal yapı oluşturmak için iyi yönetişimi ve katılımcılığı esas alan yeni bir yönetim modeline ihtiyaç olduğu düşünülmektedir. Zira yönetişim; katılımcılık, şeffaflık, hesap verebilirlik ve etkililik-verimlilik gibi çağdaş yönetim ilkelerini esas alan, çok aktörlü bir yapı öngörmektedir. Bu çalışma ile OSB’lerin geleneksel yönetim anlayışı yerine, iyi yönetişim anlayışını esas alan yeni bir modelin uygulanabilirliği irdelenmekte ve “çift denetimli bir iyi yönetişim modeli” önerilmektedir. Bu doğrultuda, literatür taramasına ek olarak OSB’lerde iyi yönetişim uygulanmasını öngören ve önerilen iyi yönetişim modelinin olası etkilerini ölçümlemeyi amaçlayan bir alan araştırması (anket uygulaması) yapılmıştır. Alan araştırması kapsamında Sanayi ve Teknoloji Bakanlığına bağlı işletme halindeki 249 OSB’den her ili temsil edecek şekilde 139 OSB bölge müdürüne yargısal örnekleme yöntemi kullanılarak anket çalışması uygulanmıştır. Yapılan literatür taraması ve alan araştırması sonucunda OSB’lerin yönetim yapısına yönelik önerilerde bulunulmuştur. Bu kapsamda önerilen “Çift Denetimli İyi Yönetişim Modeli” ile OSB’lerin daha etkili yönetileceği ve daha verimli hizmet sunulacağı varsayılmaktadır. “Çift Denetimli İyi Yönetişim Modeli” önerisinde özellikle hiyerarşik bir sistemin yerine etkileşimin olduğu, karşılıklı çatışma yerine uyumun bulunduğu, dikey ilişki yerine yatay ilişkilerin uygulandığı ve tek bir oyunculu yönetim sistemi yerine çok aktörlü bir yönetimin belirleyici olduğu bir yapı kurgulanmıştır. Bu iyi yönetişim modeli daha şeffaf, katılımcı, işbirlikçi, çift denetimli, etkililik ve verimlilik ilkesi doğrultusunda geliştirilmiş bir modeldir. OSB’lerde “Çift Denetimli İyi Yönetişim Modeli” ile yetki ve sorumlukların farklı aktörlere dağıtılması ve işbirliği içerisinde ortaklaşa bir yönetimin yürütülmesi sağlanmış olacaktır.
The establishment of our country based on the 1960s Organized Industrial Areas (OSBs) over time have grown both as a number and as a scale and scale, spread to all regions of the country. The management structures and functions of OSBs, which have undergone significant changes during the process and in the context of new developments, have begun to remain insufficient in the face of global and regional developments. It is believed that OSBs need a new management model based on good management and participation to solve administrative problems and create a more efficient and functional corporate structure. Zira management provides a multi-actor structure based on the principles of contemporary management such as participation, transparency, accountability and efficiency-efficiency. With this study, instead of the traditional management concept of OSBs, the applicability of a new model based on a good management concept is evaluated and a "double-controlled good management model" is proposed. In this regard, in addition to the scan of literature, a field research (anket application) was conducted to predict the implementation of good management in OSBs and to measure the potential effects of the recommended good management model. In the field research, the survey was implemented using the judicial sampling method to the 139 OSB district director to represent each of the 249 OSB in business status associated with the Ministry of Industry and Technology. The scan of the literature and field research resulted in recommendations on the management structure of the OSBs. With the "Double-controlled Good Management Model" proposed in this framework, it is assumed that OSBs will be managed more effectively and delivered more efficient services. The "Double-controlled Good Management Model" proposal establishes a structure in which, in particular, a hierarchical system is interacting instead of inter-conflict, harmonization instead of inter-conflict, horizontal relationships instead of vertical relationships are applied and a multi-actor management is determining instead of a single player management system. This good management model is a more transparent, participatory, collaborative, double-controlled, efficiency and efficiency model developed according to the principle. In the OSBs, the "Double-controlled Good Management Model" will ensure the distribution of powers and responsibilities to different actors and the implementation of a joint management in cooperation.
Organized Industrial Zones (OIZs), which were institutionalized in our country in the 1960s, have increased both in number and in scale and scope over time, and have spread to all regions of the country. The management structures and functions of OIZs, which have undergone significant changes in the process and in the context of new developments, have begun to fall short in the face of global and regional developments. It is thought that a new management model based on good governance and participation is needed in order to solve the managerial problems of OIZs and to create a more effective-functional institutional structure. Because governance; It envisages a multi-actor structure based on contemporary management principles such as participation, transparency, accountability and effectiveness-efficiency. In this study, the applicability of a new model based on good governance understanding instead of traditional management approach of OIZs is examined and a "double audited good governance model" is suggested. In this direction, in addition to the literature review, a field study (survey application) was conducted, which predicts the implementation of good governance in OIZs and aims to measure the possible effects of the proposed good governance model. Within the scope of the field research, a questionnaire was applied to 139 OIZ regional directors, representing each province, out of 249 OIZs operating under the Ministry of Industry and Technology, using the judicial sampling method. As a result of the literature review and field research, suggestions were made for the management structure of OIZs. It is assumed that OIZs will be managed more effectively and more efficient service will be provided with the "Double Audit Good Governance Model" proposed in this context. In the proposal of the "Good Governance Model with Double Audit", a structure in which there is interaction instead of a hierarchical system, harmony instead of mutual conflict, horizontal relations instead of vertical relations, and multi-actor management instead of a single-player management system is designed. This good governance model is a more transparent, participatory, collaborative, double-supervised model developed in line with the principle of effectiveness and efficiency. With the "Double-Audit Good Governance Model" in OIZs, authorities and responsibilities will be distributed to different actors and a joint management will be carried out in cooperation.
