In this study; which covers Record Book of Complaints (Şikâyet Defterleri) between 1649-1653 that are recorded to the Bab-ı Asafi Catalogue among the books that are kept in Imperial Divan (Divan-ı Humayun); the purpose is to enlighten the law and justice approach of the era. Therefore, detecting the subjects complained about by the administrators or the public, it is aimed to determine specifically the failing sides of justice in the Ottoman Empire. Undoubtedly, from the point of understanding the operation of law, the results obtained from the aforementioned documents are important. The complaints are analyzed in two sections: “Those who they complain from” and “The Complainants”. In this distinction it is aimed to clarify which officers and which institutions are most complained about and the aforementioned classification is corroborated by tables and graphics. It is aimed to determine the subjects most complained about under the title “Complaint Subjects”. Besides, place is given to the punishments and the warnings submitted from Divan-ı Hümayun to the administrators and the punishments and the warnings are separately analyzed under the title “Legal Consequences of the Complaints”
