Abstract:

In this article, the aim is to evaluate the Turkish local governments through the Local Governments Autonomous Condition and the locality concept. In this study, which states that the local governments of Turkey, the improvements and changes made in the laws and the local governments cannot fully comply with the Autonomous Charter, first focused on the principle of locality and the general lines of the Autonomous Charter of local governments. The information was subsequently provided on the compliance of the improvements and changes made in the Turkish laws with the Local Governments' Charter of Autonomy. At the end of the article, the local governments have come to the conclusion that the autonomous charter is a guide for the countries in the process of membership, and that some of the changes made by the laws of Turkey are in parallel with the principle of locality, and some of the changes are in parallel with the principle of locality. The legal changes to the local governments of Turkey have come to the outcome of the need to be made taking into account the country’s socio-cultural, economic and regional characteristics and the use of the Local Government Autonomous Charter as a guide.
