Abstract:

The concept of diplomacy, which is expressed as a negotiation and negotiation process for the purpose of pursuing a peaceful path in a state’s foreign policy in general, is one of the main actors of inter-government relations. As the process of globalization continues rapidly today, the conventional wars carried out by the states have left their place to propaganda and public diplomacy activities, which are at the intersection of psychological war and diplomacy, due to the creature's horror balance between societies, which needs cost and cost. Public diplomacy is expressed as a state’s influence on the citizens of another state and the leaders of the country in accordance with its political and ideological thoughts, while propaganda is defined as a whole of messages planned to influence the thoughts and behaviors of man. Because the target society is the power to influence and is an effective tool to raise the image of the country, these activities are often used in the same sense, especially by the states. Despite the similarity between them, propaganda and public diplomacy are separate, especially in scope and targeting. This study examines the interfaces and differences between the conceptual analysis of the phenomenon of diplomacy and the public diplomacy and the propaganda activities, which are an element of psychological harb, evaluated under the diplomacy shadow.

The concept of diplomacy, which is expressed as the negotiation and negotiation process carried out in order to pursue a peaceful path in the foreign policy of a state, is one of the main actors of inter-state relations. In today's world, where the process of globalization is continuing rapidly, conventional wars carried out by states have been replaced by propaganda and public diplomacy activities at the intersection of psychological warfare and diplomacy due to the balance of cost and horror created by societies. Public diplomacy is expressed as the influence of a state on the citizens and opinion leaders of another state in line with their own political and ideological ideas. Propaganda is defined as a set of messages planned to influence human thoughts and behaviors. These activities, which are especially preferred by states, are generally used in the same sense as they have the power to influence the target society and are an effective tool for raising the image of the country. Despite the similarity between them, propaganda and public diplomacy differ in particular from the point of scope and target. This study examines the intersection and separation points of the conceptual analysis of the phenomenon of diplomacy and the propaganda activities which are an element of psychological diplomacy and public diplomacy under the umbrella of diplomacy.
