Ülkelerin mevcut sağlık sistemlerinin ilk ayağını birinci basamak sağlık hizmetleri oluşturmaktadır. Birinci basamak sağlık hizmetlerinin yapısı ve işleyişi ülkelere göre farklılık gösterse de kişiye ve topluma yönelik sağlık hizmeti sunan genel birimlerdir. Bütüncül bir sağlık hizmeti sunan bu birimler, sağlık sisteminin büyük bir bölümünü ifade etmektedir. Türkiye’de ve İngiltere’de birinci basamak sağlık hizmetlerinin temelini aile hekimliği ve genel pratisyen uygulamaları oluşturmaktadır. İsimleri farklı olsa da her iki ülkedeki uygulama görev ve sorumluluk gereği benzerlik göstermektedir. Bu çalışmada, ağırlıklı olarak birinci basamak sağlık hizmetlerinde temel rol oynayan aile hekimliği ve genel pratisyen uygulamaları olmak üzere, Türkiye ve İngiltere sağlık sistemleri karşılaştırılarak benzerlik ve farklılıklar ortaya koyulmaya çalışılmıştır.
The first step of the existing health systems of the countries is the first-level healthcare. The first stage is the structure and function of health care services varied by country, but the general units that provide health care to the person and society are the general units. These units that provide integrated health care represent a large part of the health system. In Turkey and the UK, the basis of first-level healthcare services is family medicine and general practice. Although the names are different, the practice in both countries is similar in terms of duty and responsibility. In this study, similarities and differences were tried to be revealed by comparing the health systems in Turkey and the UK, including the practices of family medicine and general practitioners, which mainly play a key role in first-level health services.
Primary health care services are the first step of the countries' health systems. Although the structure and functioning of primary health care services vary according to the country, they are the general units that provide health care for the individual and the community. These units, which provide a holistic health service, represent a large part of the health system. Family practice and general practitioner are constitute the basis of primary health care services in Turkey and England. Although their names are different, the implementation in both countries is similar in terms of their duties and responsibilities. In this study, it focuses mainly on family practice and general practitioner, which plays a fundamental role in primary health care. Turkey and the England comparing the similarities and differences between health systems were tried to be specified.
