Yerel yönetimler, demokrasinin vazgeçilmez unsurları olmalarının yanı sıra yerel demokrasinin gerçekleşmesinde, idari ve mali özerkliğin sağlanması koşuluna bağlı olarak, önemli görevler üstlenmektedir. Hizmetlerin halka en yakın birimlerce sunulması ve bu hizmetlerin sunumunda yerel yönetimlere görevleriyle orantılı gelir kaynaklarının tahsis edilmesi Avrupa Yerel Yönetimler Özerklik şartında da vurgulanmıştır. Bu kapsamda çalışmanın ilk kısmında özerklik kavramı mali ve idari boyutuyla değerlendirilmiş ve özellikle mali özerklik kavramı çerçevesinde Avrupa Yerel Yönetimler Özerklik Şartı bağlamında Türkiye’deki durum ele alınmıştır. Daha sonra mahalli idarelere ait mali istatistikler üzerinden mali özerkliğin boyutu incelenmiştir.
Local governments, in addition to being the essential elements of democracy, take important tasks in the realization of local democracy, depending on the condition of ensuring administrative and financial autonomy. The provision of services by the closest units to the public and the allocation of income resources in proportion to their duties to the local governments in the provision of these services is also emphasized in the European local governments' autonomy condition. In this context, in the first part of the study, the concept of autonomy was assessed by the financial and administrative dimension and, in particular, in the context of the concept of financial autonomy, the situation in Turkey was addressed in the context of the European Local Governments' Autonomous Condition. The extent of financial autonomy was then examined by the local government’s financial statistics.
