Abstract:

Disasters are human or nature-related events that cause deaths, injuries, material and social losses in people and society. When general the administration and private public administration to apply to this field, clearly revealing the characteristics of the field will bring the result to be clear. Although leadership has first shown itself in special administrations, it has become a sought after feature in public administration and the new managers who have this characteristic started to be called as the leader manager. In addition to the managerial features, people who have leadership qualities such as participant, innovative, being exemplary, being communicator, guiding, doing business fondly, being visionary, adapting to developments, strengthening and empowering are the leader managers.This study is to reach a main leader model suitable for disaster management in general with a holistic point of view, after disposing of the leader manager models according to the stages of disasters. Within the framework of deductive social research model, descriptive screening method was used, domestic and foreign printed and electronic resources were collected and then synthesized for the purpose.At the end of the study, the types of leadership and leadership approaches were handled in accordance with the disaster stages and those that are appropriate to the characteristics of each stage have been put forward. Subsequently, leadership types and leadership approaches were evaluated from the perspective of the manager who will work in all stages of disaster and the leader manager model which can perform duty at every stage has been put forward.
