In the study, the question of how the purpose of the field and the specifications of the professional staff were made in the National Education Shura decisions and regulations that discussed the topic of Psychological Consultancy and Guidance (PDR) in Turkey, has been studied in historic development. In this study, the question of how the definitions of the purpose and the subject matter expert personnel of the psychological counseling and guidance (PCG) were made by the Turkish National Education Council's (TNE Council) decisions and PCG service regulations that addressed this field in Turkey, were explored within its historical development context. In total, 12 TNE councils (8th-19th councils) that brought forward PCG field since 1970 and four regulations issued in the PCF field were evaluated. This study was utilized under the paradigm of qualitative research with special focus on document analysis technique that established a base for data analyses. The data sources of the study were documents about the TNE Council decisions and regulations that were put into effect. According to research results, it was observed that the development (continuity and complementarity) quality has fallen short in the councils since 11^th TNE Council (1982). Only the 15^th and 19^th councils are qualitatively exemptible. Among the four PCG regulations that were issued in the intervals of approximately 15 years, after the first regulation (1968), only the 2001 regulation shows a high quality of continuity and complementarity. Generally, the manner of work had been ignoring the previous and creating retrogression. In the councils and regulations, besides the orientation purpose, the crisis-focused approach toward problematic, maladjusted, and failing students was regarded as significant.
