Yapılan araştırmada Türkiye Cumhuriyeti Bakanlıklarının resmî web sitelerinde sundukları hizmetlerin e-yönetişim kavramı açısından analiz edilmesi amaçlanmıştır. Çalışma kapsamında, bakanlıkların resmî web sitelerinin erişim istatistiklerini belirlemek amacıyla web trafiği ölçümü yapan en güvenilir ve dünyada en çok kullanılan bir web sitesi olan Alexa'dan yararlanılmıştır. Yapılan analiz sonucunda Millî Eğitim Bakanlığının (MEB) resmî web sitesinin Türkiye'de en çok ziyaret edilen 33. site olduğu tespit edilmiştir. Bu doğrultuda MEB resmî web sitesi www.meb.gov.tr araştırmanın örneklemi olarak belirlenmiştir. Araştırmada, Millî Eğitim Bakanlığının e-yönetişim bağlamında web sitesi ortamında sundukları hizmetlerin neler olduğu içerik analizi yöntemi kullanılarak tespit edilmeye çalışılmıştır. Yapılan içerik analizinde, Sayımer ve Küçüksaraç (2019)’ın Rutgers Üniversitesi-Newark E-Yönetişim Enstitüsü’nün “Dünya Belediyelerinde Dijital Yönetişim” başlıklı araştırmanın ölçeği ile Van Dijk ve Van Deursen (2014) “Dijital Beceri Sınıflandırması” ölçeğinden yararlanarak oluşturduğu tablolar araştırmaya uyarlanarak kullanılmıştır. Yapılan içerik analizi ile web sitesinin içerik özellikleri, kullanılabilirlik özellikleri, hizmet/servis özellikleri, yurttaş ve sosyal etkileşim özellikleri, web sitesinin operasyonel becerileri, web sitesinin formel becerileri, web sitesinin enformasyonel becerileri, stratejik becerileri e-yönetişim kapsamında analiz edilmiştir. Araştırma sonucunda, içerik analizi yöntemi ile tespit edilmeye çalışılan özelliklerin Milli Eğitim Bakanlığı web sitesinde mevcut olduğu saptanmıştır. Milli Eğitim Bakanlığı web sitesinin sahip olduğu özelliklerle e-yönetişim bileşenlerinden; yurttaş katılımını, şeffaf ve denetlenebilir bir işlevselliği sunduğu tespit edilmiştir. Araştırmanın sonucunda, kamu kurumlarını ve hükümet birimlerini e-yönetişim kavramı çerçevesinde analiz eden karşılaştırmalı çalışmaların alan yazına katkı sağlamak bakımından önemli olduğu vurgulanmıştır.
The research was aimed at analyzing the services offered by the Ministries of the Republic of Turkey on the official websites in terms of the concept of e-government. In the framework of the study, Alexa, the most reliable and most used web site in the world, measures web traffic in order to determine access statistics to the official websites of the ministries. According to the analysis, the official website of the Ministry of National Education (MEB) is the 33th most visited site in Turkey. In this regard, the official website of MEB www.meb.gov.tr is identified as a sample of the research. In the study, the Ministry of Education has tried to identify in the context of e-administration what the services they offer in the web site environment are using the content analysis method. In the content analysis, the scale of the study by the Rutgers University-Newark E-Management Institute of Numeric and Small (2019) "Digital Management in World Municipalities" and Van Dijk and Van Deursen (2014) "Digital Skills Classification" scale were used by adapting to the research. The content analysis and the content characteristics of the website, the availability characteristics, the service/service characteristics, the citizen and social interaction characteristics, the operational skills of the website, the formal skills of the website, the information skills of the website, the strategic skills in the framework of e-management have been analyzed. The research has found that the characteristics attempted to be identified by the content analysis method are available on the website of the Ministry of National Education. The website of the Ministry of Education has identified the features of the e-government components; citizens’ participation, a transparent and controllable functionality. According to the study, comparative studies that analyze public institutions and government units within the framework of the concept of e-government are important in terms of contributing to the field writing.
