Abstract:

The Democratic Republic of Azerbaijan, which established the first democratic state system in the East (28 May 1918), demonstrated the determination of independence to our people. The implementation of language policy in Azerbaijan begins in the period of the Democratic Republic of Azerbaijan. Until this period (both in the 20th century and especially in the early 20th century), the great Azerbaidjan lights have made some comments and suggestions about the language processes in Azerbaijan, as well as their native language. But just a month after the establishment of the Azerbaijani Democratic Republic, the official declaration of the Azerbaijani (Turkish) as the state language on 27 June 1918 was the direct result of the national ideology established in the late 19th century and early 20th century. According to the government's decision, the Russian language was allowed to be used in the state institutions, in the court, in the administration and in other positions in the country until they learned the state language at the necessary level. The first official document declaring the Azerbaijani (Turkish) language as the state language, in addition to playing a major historical role, lay the foundation of the establishment of the national language policy in Azerbaijan and the right ideological position for the interests of the nation.
