Türkiye Cumhuriyeti Devleti’nin kuruluşunda itibaren bölgesel gelişmişlik sorunu hükümetlerin öncelikli gündeminde yer almış ve bu problemi gidermek için dengeli bölgesel kalkınmayı hedefleyen politikalar takip edilmiştir. Özellikle 1960’larda planlı döneme geçiş ile bölgeler arasında dengeli bir gelişmenin sağlanmasını hedefleyen politikalar yoğunluk kazanmıştır. Bu doğrultuda çalışmanın amacı Türkiye’de uygulanan bölgesel kalkınma politikalarının bölgesel istihdama etkilerini belirlemektir. Çalışma 2007-2012 dönemine ait verilere dayanarak Türkiye İstatistiki Bölge Birimleri Sınıflandırması (İBBS) Düzey-1’e göre 12 alt bölgeyi kapsamaktadır. Bu bölgelere yönelik bölgesel kalkınma politika araçlarının etkinliği Veri Zarflama Analizi (VZA) yöntemi kullanılarak tahmin edilmektedir. Çalışmada kullanılan girdiler söz konusu bölgelere yapılan toplam kamu yatırımları ve sabit yatırımlara göre yatırım teşvik belgelerinin bölgesel dağılımıdır. Çıktı değişkenleri ise bölgelerin sanayi, tarım ve hizmet sektörlerine ait istihdam verilerinden oluşmaktadır. Çalışmanın sonuçları etkinlik ölçümlerinin bölgeler ve yıllar arasında eşitsizliğini yansıtmaktadır. Bununla birlikte Batı bölgelerinin Doğu bölgelerine göre daha yüksek etkinlik değerlerine sahip olduğu tespit edilmiştir. Türkiye geneline ait sonuçlarına bakıldığında ise, etkinsizliğin neden olduğu istihdam açıklığının büyük ölçüde tarım sektöründeki istihdam yetersizliğinden kaynaklandığını görülmektedir.
Since the establishment of the Republic of Turkey State, the issue of regional development has been included in the priority agenda of the governments and the policies aimed at balanced regional development have been followed to solve this problem. Particularly in the 1960s, the policies aimed at ensuring a balanced development between the regions have gained intensity. The aim of this study is to determine the regional employment impact of regional development policies implemented in Turkey. The study, based on data from the period 2007-2012, covers 12 sub-regions according to the Level 1 of the Turkish Statistical Regional Units Classification (IBBS). The effectiveness of regional development policy tools for these regions is estimated using the Data Coverage Analysis (VZA) method. The income used in the study is the regional distribution of investment incentive documents according to the total public investments made in the areas concerned and the fixed investments. The outcome variables consist of the employment data of the industries, agriculture and services sectors of the regions. The results of the study reflect the inequality of performance measurements between regions and years. However, it has been found that the Western regions have higher efficiency values than the Eastern regions. When it comes to the results of Turkey as a whole, it is seen that the uneffectiveness of employment is largely due to the unemployment in the agricultural sector.
