Yirminci yüzyılın son çeyreğinden itibaren gelişmiş ülkelerde bilgi toplumuna geçiş süreci başlamış ve bilgi ekonomisi adı verilen yeni bir küresel ekonomik yapı oluşmuştur. Bu süreçte bilginin üretilmesi ve paylaşılmasından birinci derecede sorumlu olan üniversitelerden beklentiler artmıştır. Günümüz dünyasında ise Japonya’nın gerek gelişmişliği ve gerekse hızlı kalkınmasıyla dikkat çektiği bilinmektedir. Bu başarıya ulaşmada etkili olan başat faktörlerden birisinin eğitim sistemi olduğu ileri sürülmekte; Japon eğitiminin, nitelikli iş gücü sağlama, lider yetiştirme ve teknoloji geliştirme konularında ülkenin kalkınmasında önemli roller oynadığı anlaşılmaktadır. Bu nedenle Japonya’nın eğitsel anlamda incelenmesinin, problem çözümünde izlenen politikaların ülkemiz adına yarar sağlayacağı düşünülmektedir. Yapılan bu çalışmanın temel amacı Japon yükseköğretim sistemi incelenerek alternatif bir yükseköğretim sistemine dikkat çekmektir. Çalışma kuramsal çerçeve ile sınırlıdır. Japon yükseköğretimine dair alan yazın taranmış ve raporlaştırılmıştır. Bu bağlamda; Japon eğitim sistemi ve Japon yükseköğretim sistemi incelenerek; yükseköğretim sisteminin alt başlığı altında akademik yapı, öğrenci kabulü, yönetim ve finansman konuları üzerinde durulmuştur. Türk Yükseköğretim Sistemine dair Japonya bağlamında yükseköğretim sorunları üzerine bazı değerlendirmeler yapılmıştır. Japon yükseköğretim sistemindeki korporasyona, öğrenci kabulüne ve finansmana değinilerek yapısal değişiklikler için Japon yükseköğretim modeli tanıtılmıştır. Sonuç olarak; Türk yükseköğretim sistemiyle Japon yükseköğretim sistemi arasında benzer daha birçok önemli sorunlar bulunduğu, Japonya yapı değişikliğine giderek son yıllarda uyguladığı yükseköğretim stratejisiyle üçüncü kuşak üniversite olma yolunda mesafe kaydettiğinden hareketle Türkiye yükseköğretim sisteminde yapısal değişikliğe gittiği şu dönemde yeni bir yükseköğretim modeli önerilmiştir.
Japan is known to draw attention to its development and rapid progress in today’s world. That education system is one of dominant factors for reaching this success is suggested. That Japanese education system is playing important roles in maintaning qualified labour force, training leader and improving technology is understood. Some assessments for the problems of postgraduate education are done within the context of comparing Turkish and Japan post graduate education system. Thus, investigating of Japan from the aspect of education and policies followed in problem solving are thought to be benefical on behalf of our country. The main purpose of this study is to draw attention to alternative higher education system by analyzing Japanese higher education system. This study is limited to therotical framework. Literarure belonging to Japanese higher education system has been scanned and reported. In this context, examining the Japanese education and higher education systems; academic structure, student acceptation, management and finance issues have been handled under the sub-title of higher education. As a result its found that Turkish and Japan post graduate education system share a lot of important problems in common and as Japan has made considerable progress for being a third generation university making structural changes in recent years with the postgraduate education system strategy; Turkish postgraduate education system now having a structural change, a new post graduate education model is suggested.
