Abstract:

As a result of the stagnation crisis that occurred after 1970, the view of the Public Economic Operations (CIT) has not been able to effectively use the existing resources. In this context, customization practices have become an economic policy tool in Turkey and the trend of globalization in the world. Personalization means that any government activity is carried out by the private sector and the main reason for it is that the Public Economy Initiatives (PCI) fail in terms of efficiency and efficiency. With the customization practices and the future changes in the structure and management of the enterprises, it is expected that the market discipline will be granted to the CITs and therefore the efficiency and efficiency of the enterprise will be guaranteed. The main objective of this research is to investigate whether in the cement industry in Turkey, customization practices have a positive impact on companies to use their resources more effectively and provide increased efficiency. The study used unbalanced panel data for the period 1984-2012 for 24 cement factories and calculated operational efficiency and efficiency values with the Data Coverage Analysis and Malmquist Total Factor Efficiency Index. The significance of the difference between the average efficiency and efficiency values before and after customization was then studied by the Independent T Test. The results from the analysis show that the application of customization does not cause any significant changes in efficiency and efficiency.
