Abstract:

When it is looked at the political history of Turkey, it took an attention that almost all of the constitutions, except 1924 constitution, are prepared in extraordinary conditions. Constitutions are accepted as a “social contract” between people who lives in a particular country. In this respect, during the preparations of constitutions, contributions of all sections of the society including non-governmental organizations and political parties play significant roles. 1982 Coup d’etat Constitution is still in force and all of the political parties in the parliament (Justice and Development Party, People’s Republican Party, Nationalist Movement Party, People’s Democratic Party) agreed upon making new constitution. However, there are crucial disagreements in many main points. “TBMM (Grand National Assembly of Turkey) Commission of the Constitution Negotiation” which created a precious hope among citizens is dispersed before reaching it’s objective. Even if the Commission distributed at the end of 2013, in Turkey, “New Constitution Debate” never did fall off the actuel. Indeed, the November 1, 2015 General Elections ,  way to , Turkey's leading political party in the first four ring " New Constitution" pledged. In accordance with this promise, in Parliament(Grand National Assembly of Turkey) on February 4, 2016 a new “Constitutional Reconciliation Commission " was established. However, commission  the third meeting in February 16 2016, determine the procedures and methods of work before they disbanded .In this study, spend hours in 2011-2013 “Constitutional Reconciliation Commission" will examine the activities of its . Surely it experiences and debates that period includes educational information in terms of keeping the present light.
