Küreselleşmenin etkisiyle, yerelleşme kavramına verilen önem artmış, yerel katılım için yeni yol ve yöntemler aranmıştır. Bu yol ve yöntemlerden biri olan kent konseylerinin kökeni 1992 yılında gerçekleşen Rio Konferansı sonrası birçok ülke tarafından uygulanmaya başlanan Yerel Gündem 21’e dayanmaktadır. Türkiye’de Yerel Gündem 21 çalışmaları 1997 yılında oluşturulan “Türkiye’de Yerel Gündem 21’lerin Teşvik ve Geliştirilmesi” projesiyle başlamıştır. Projenin uygulanması sürecinde 5393 sayılı Belediye Kanunu’nun 76. maddesi ile Yerel Gündem 21’lerin kent konseyleri şeklinde örgütlenmesi öngörülmüştür. Ancak 5216 sayılı Büyükşehir Belediyesi Kanununda kent konseyleri ile ilgili herhangi bir hüküm bulunmamaktadır. Bununla birlikte 6360 sayılı Kanun ile büyükşehirlerde meydana gelen değişiklikler kent konseylerini de etkilemiştir. Küresel ortaklık, katılım ve işbirliği kavramları üzerine bina edilen kent konseylerinin büyükşehirlerde kurulmaması bir eksiklik olarak görülmektedir. Bu eksikliğin ortaya çıkardığı sorunu tespit etmek üzere hazırlanan araştırmanın amacı 5393 sayılı Kanun hükümleri dışında kurulacak yeni bir kent konseyi konusunda büyükşehir belediye meclis üyeleri ve kent konseyi üyelerinin görüşlerini tespit etmektir. Araştırmanın bir diğer amacı da 6360 sayılı Yasa sonrasında büyükşehir kent konseyleri alanında ortaya çıkan açığa çözüm bulunmasıdır. Araştırma kapsamında 30 büyükşehirde kent konseyi ve belediye meclis üyelerine toplam 910 anket uygulanmıştır. Anket sorularının analizleri yapılırken frekans analizi, faktör analizi, bağımsız örneklem T testi, Tek Yönlü Varyans Analizi (ANOVA) ve Welch Testi uygulanmıştır.
With the influence of globalization, the importance given to the concept of localization has increased, new ways and methods for local participation have been sought. One of these ways and methods, the origin of the city councils is based on the Local Agenda 21, which began to be implemented by many countries after the Rio Conference held in 1992. In Turkey, Local Agenda 21 works began with the project "In Turkey Local Agenda 21's Promotion and Development" created in 1997. In the process of implementation of the project, Article 76 of the Municipal Law No. 5393 and Local Agenda 21 are scheduled to be organized in the form of city councils. However, the Metropolitan Municipality Act No. 5216 does not provide any provisions concerning the municipal councils. However, the amendments to the Law No. 6360 and the major cities have also affected the municipal councils. Global partnership, participation and co-operation concepts are seen as a lack of the establishment of city councils in major cities. The purpose of the research prepared to identify the problem that this deficiency reveals is to identify the opinions of the members of the Metropolitan Municipal Council and the members of the City Council on a new city council that will be established outside the provisions of Law No. 5393. Another purpose of the study is to find a solution to the disclosure that arises in the area of the major city councils after the Law No. 6360. In the framework of the research, a total of 910 surveys were applied to the City Council and the municipal council members in 30 major cities. When the analysis of the survey questions is carried out, the frequency analysis, the factor analysis, the independent sample T test, the one-way variance analysis (ANOVA) and the Welch test are applied.
