Türk Eğitim Sistemi içinde müfettişlik kurumunun uzun bir geçmişi vardır. Osmanlı devletinden itibaren var olan bu kurum zaman içinde farklı yapılanmalarla günümüze kadar gelmiştir. Eğitim denetmenlerinin adı maarif müfettişi olarak değiştirilmiş ve bir süre sonra illerde bulunan Maarif Müfettişleri Başkanlıkları kaldırılarak maarif müfettişleri eğitim uzmanı statüsüne düşürülmüşlerdir. Bu çalışmanın amacı, maarif müfettişlerinin konuya ilişkin görüşlerini ortaya koymaktır. Bu amaçla on maarif müfettişi ile görüşme yapılmıştır. Müfettişlerin konuya yönelik görüşleri betimsel ve içerik analizi ile analiz edilmiş ve bulgular sunulmuştur. Müfettişlerin çarpıcı görüşleri doğrudan alıntılarla aynen aktarılmıştır. Konuya ilişkin bir alan yazın taraması yapılarak sonuçlar bunlarla karşılaştırılmıştır. Maarif müfettişlerinin, yapılan değişikliklere ilişkin görüşleri olumsuzdur. Maarif müfettişleri, böyle bir değişimin çeşitli sıkıntıları beraberinde getireceğini dile getirmektedirler. Müfettişlerin görüşlerine göre, denetim görevinin okul yöneticilerine bırakılması beraberinde yanlılığı getirecektir. Soruşturmaların yürütülmesinde objektiflik bozulacaktır. Böyle bir uygulama okul yöneticilerinin iş yükünü de artıracaktır. Diğer yandan aday öğretmenlere yapılacak rehberlik görevinin aksamasına yol açacaktır. Bu sonuçlara dayalı olarak, eğitimde yapılacak değişikliklerin bilimsel verilere dayalı yapılması önerilmiştir.
The Turkish education system has a long history of the inspection institution. This institution, which has existed since the Ottoman state, has come to the present day with different structures over time. The name of the educational inspectors was changed as the Maarif inspectors and a while later the Maarif inspectors in the provinces were removed and the Maarif inspectors were reduced to the status of educational specialists. The aim of this study is to show out the opinions of the Maarif inspectors on the subject. For this purpose, ten inspectors have been interviewed. The opinions of the inspectors on the subject were analyzed by visual and content analysis and the findings were presented. The impressive opinions of the inspectors were directly transmitted with quotes. The results are compared with the results of a summer survey on the subject. The opinions of the Maarif inspectors on the changes made are negative. The inspectors say that such a change will bring with it various difficulties. According to the inspectors, the assignment of the inspection task to the school managers will lead to a mistake. Objectiveness in the conduct of the investigations will be disrupted. Such an application will also increase the workload of school managers. On the other hand, the candidate will lead to the leadership of the teachers to be carried out. Based on these findings, it is recommended that the changes to be made in education are based on scientific data.
