Adapazarı’nda şehirsel büyüme süreci ve arazi kullanım değişiminin izlenmesi (1985-2019

İnsanoğlunun yerleşik hayata geçişi, mekânın doku ve fonksiyon özellikleri üzerinde değişikliklere neden olmuştur. Bu süreçte köy, kasaba ve şehir yerleşmeleri ortaya çıkmaya başlamıştır. Şehirler, zaman içerisinde bu hiyerarşide ekonomik, sosyal ve kültürel özellikleri barındıran cazibe merkezleri haline gelmiştir. Böylelikle dünya nüfusunun %55’i şehir alanlarında yaşamaya başlamıştır. Gelişmiş ülkelerde mekânın fiziksel özellikleri dikkate alınarak yapılan planlar ile şehirsel arazi daha verimli kullanılmış ve kullanılmaktadır. Buna karşın hızlı büyümenin etkisi altındaki geri kalmış ve gelişmekte olan ülkelerde şehirsel arazi plansız bir şekilde büyümüş ve büyümeye devam etmektedir. Sürdürülebilir ve akıllı şehir yönetiminin sağlanabilmesi için şehrin gelişim sürecinin takip edilmesi önem arz eder. Geçmişten günümüze şehirsel gelişimin ve arazi kullanım değişimlerinin izlenebilmesi için farklı metotlar denenmiştir. Bunlar içerisinde Uzaktan Algılama (UA) ve Coğrafi Bilgi Sistemleri (CBS)’nin etkili ve doğru araçlar olduğu yapılan çalışmalar ile ortaya konmuştur. Zamansal ve mekânsal değişimleri ortaya çıkarmak için farklı tarih aralıklarında alınan veriler bu teknikler ile incelenerek şehirsel arazi kullanım değişimleri, büyüme ve gelişme oranları belirlenmektedir. Mekânsal değişimlerin belirlenmesi, şehrin gelişiminde etkili olan coğrafi faktörler ile birlikte ele alındığında geleceğe yönelik yapılan planlama çalışmalarında yol gösterici olmaktadır. Bu çalışmada Adapazarı Ovası (Akova) üzerinde kurulan Adapazarı Şehri’nin 1985 yılından günümüze şehirsel gelişim süreci nesne tabanlı sınıflandırma (OBIA) tekniği ile belirlenmiş ve gelişimde etkili olan coğrafi faktörler incelenmiştir. Bu analizler ışığında 1985-2019 yılları arasında Adapazarı şehir içi arazi kullanımında yerleşim alanlarının 1979 hektardan 5713 hektara ulaşarak, 3 kat arttığı tespit edilmiştir. Bu gelişimin yoğun olarak verimli tarım arazileri üzerinde gerçekleştiği görülmüştür. Adapazarı Şehri’nde nüfus, yerleşme ve sanayi faaliyetleri dengeli ve planlı dağılmadıkça verimli arazilerin kaybı gelecekte de devam edecek bir olgudur. Bu nedenle geçmişten günümüze meydana gelen şehirsel gelişim ve bunu etkileyen coğrafi faktörlerin doğru analiz edilmesi geleceğe yönelik planlama çalışmaları için bir altyapı oluşturmaya ve kaynakların doğru aktarımına yardımcı olacaktır.

The transition of man into the in-house life has caused changes in the tissue and functional characteristics of the space. In this process, towns, and town settlements have begun to appear. Cities, over time, have become the attractions of economic, social and cultural characteristics in this hierarchy. As a result, 55% of the world’s population has begun to live in urban areas. In developed countries, urban land is used and used more efficiently with plans made taking into account the physical characteristics of the space. Nevertheless, in retarded and developing countries under the influence of rapid growth, urban land continues to grow and grow unplannedly. It is important to monitor the development process of the city in order to ensure sustainable and smart city management. From the past to today, different methods have been tested to track urban development and land use changes. The study has shown that remote detection (UA) and geographical information systems (CBS) are effective and accurate tools. Data collected in different dates to reveal time and space changes are studied by these techniques to determine urban land use changes, growth and development rates. Identification of local changes, along with the geographical factors that affect the development of the city, is a guide in the planning work for the future. In this study, the Adapazarı City, founded on Adapazarı Ovası (Akova) from 1985 to the present day, has been identified by object-based classification (OBIA) technique and studied the geographical factors that are effective in development. In light of these analyses, between 1985-2019 years, Adapazari urban land use settlement areas increased by 3 times from 1979 hectares to 5713 hectares. This development has been shown to occur in intensely productive agricultural land. The loss of productive land is a phenomenon that will continue in the future unless the population, settlement and industrial activities are balanced and planned. Therefore, the proper analysis of urban development from the past to the present and the geographical factors that affect it will help create a infrastructure for future planning work and the proper transfer of resources.

The transition to settled life has caused some changes on the texture and functional properties of natural environment. During this process, villages, towns and urban areas have begun to emerge.Within this period urban areas have become economic, social and cultural attraction centres in this hierarchy of settlements; and in today’s world 55 per cent of the population live in urban areas. In developed countries, urban land has been used more efficiently thanks to plans made considering the physical characteristics of the space. In underdeveloped and developing countries, on the contrary, urban areas have been growing fast, unplanned and without any future. Urban areas development processes have to be tracked in order to achieve a sustainable and smart city management. Until today, many different methods have been used to track city developments and land use changes. Among these methods, Remote Sensing (RS) and Geographical Information Systems (GIS) have been proven to be useful and effective tools. Urban land use changes, growths and developments can be explored by analysing data from different time periods with GIS and RS, in order to explore the temporal and spatial changes. Disclosing spatial changes along with the geographical factors that affect urban developments would be beneficial and guiding for works on future plans. In this study, the spatial development process of Adapazarı, located in Adapazarı Plain (Akova), from 1985 to present, has been revealed by using Object-Based Image Analysis (OBIA) technique and the geographical factors affecting the city development have been analysed. According to the results, the settlement areas in the urban land use of Adapazarı have risen threefold, from 1979ha to 5713ha, between 1985 and 2019 period. It has been observed that this urban development has mostly taken place on fertile farmlands. The loss of fertile lands in Adapazarı will continue in the future, if the population, settlements and industrial activities continue to spread without any balance and plan. Therefore, the accurate analyses of the urban developments from past to present and the geographical factors that affect these developments will help to build an infrastructure for future plans and more effective use of resources.
