THE TIMES GAZETESİ’NE GÖRE HATAY’IN ANAVATANA KATILMASI (1938-1939)

Osmanlı Devleti idaresinde belirli coğrafi bölge veya idari bütünlük dahilinde tanımlanmamış ve Fransız işgali döneminde ise “İskenderun Sancağı” olarak adlandırılmış olan Hatay’ın ana vatana ilhakı, ilgili kişi ve kuruluşlarla birlikte bizzat Mustafa Kemal Atatürk tarafından barışçı bir yöntemle gerçekleştirilmiştir. Hatay‘a yönelik takip olunan millî dış siyaset, Türkiye Cumhuriyeti Devleti’nin diplomasi tarihi açısından üstün bir başarı olmakla birlikte, sonuçlandırılma biçimi bakımından örnek alınacak bir olaydır. Türk dış politikasının 1936 ve 1939 yılları arasında Fransız hükûmetleri özelinde meşguliyetini teşkil eden Hatay sorunu, bu süreçte Türk-Fransız münasebetlerinde gerginliğe de sebebiyet vermiştir. Bu münasebetlerin dış politika esası, Türk millî dış siyasetinin gelişim evrelerinin hassasiyetlerini göstermektedir. Avrupa bunalımları karşısında Suriye-Lübnan’la ilişkilerini yeniden düzenlemek isteyen Fransız Hükûmeti ile uzun görüşmeler yapılmış, 9 Eylül 1936’da Suriye-Fransa arasında bir bağımsızlık antlaşması imzalanmıştır. Fransa’nın, bu antlaşmaya dayanarak Suriye’ye, Kasım ayında da Lübnan’a bağımsızlık vermesi, Türk hükûmeti nazarında Suriye meselesini tekrar gündeme taşımıştır. Fransa’nın, Suriye’den çekilirken Sancak’la ilgili bütün yetkilerini Suriye’ye devretmesi Türkiye’yi harekete geçirmiştir. Bu mesele 1936 ve 1939 yılları arasında Türk-Fransız münasebetlerinde de birtakım problemlerin yaşanmasına sebep olmuştur. Fransa, Türkiye’nin Hatay konusundaki isteklerinin kabul edileceğini belirtince 23 Haziran 1939’da Türk-İngiliz ittifakının bir benzeri Fransa ile de imzalanmıştır. Bu bağlamda, The Times’ta yer verilen kayıtlar ışığında Fransa, işgalle ele geçirdiği ve Milletler Cemiyeti kararıyla mandater tayin edildiği Hatay‘ı kayıtsız şartsız Türkiye’ye devretmiştir. Bu makalede öncelikle mesele özelindeki diplomatik gelişmeler, İngiltere’nin önde gelen yayın kuruluşlarından The Times gazetesinin üzerinden değerlendirilecektir. Anahtar Kelimeler: The Times, Atatürk Dönemi, Türkiye- Suriye İlişkileri, Hatay.   The Annexation of Hatay to Homeland According to ‘The Times’ (1938-1939) Abstract The annexation of  Hatay which was not defined as a specific administrative integrity or geographical region in the administration of the Ottoman State, but in the period of French occupation called as “Sanjak of Iskenderun” and in 1936, called as Hatay by Atatürk, to homeland was carried out by Atatürk personally with the related persons and organizations in a peaceful way. The national foreign policy followed in Hatay, was an event that will be exemplary in terms of finalizing the format, besides an outstanding success in terms of Turkey’s diplomatic history. Between 1936 and 1939, the Hatay issue which occupies the Turkish foreign policy, in particular in the context of the French governments has caused tension in Turkish-French relations. The foreign policy of these relations shows the sensitivities of the development stages of Turkish national foreign policy. In the face of European crises, long talks has been held with the French Government, which wanted to reorganize its relations with Syria-Lebanon, and on September 9, 1936, a treaty of independence was signed between Syria and France. The fact that France granted independence to Syria based on this treaty and to Lebanon in November brought the question of Syria back to the agenda of the Turkish government. The transfer of all relevant powers related to Hatay to Syria, while France withdraw from Syria has put Turkey into motion. This issue created tension in Turkish-French relations from 1936 to 1939. After stated the approval of the requests of Turkey about Hatay by France, in June 1939, a similar to Turkish-British alliance was also signed with France. In this context,  in the light of records located in The Times, France, seizing Hatay with the occupation and was appointed as mandatory by the League of Nations decision, handed over Hatay unconditionally to Turkey. In this article, first of all, diplomatic developments in the field will be evaluated through the Times newspaper, one of the leading publishing companies in the UK. The Ottoman State administration has not been defined within a specific geographical area or administrative integrity, and in the French occupation period, the homeland of Hatay, which was referred to as the "Alexander's Cave", was accomplished by Mustafa Kemal Atatürk in a peaceful way, together with the relevant persons and organizations. The national foreign policy followed towards Hatay is an outstanding success in terms of the diplomatic history of the Republic of Turkey, but it is an example to be taken in terms of the form of conclusion. The Hatay issue, which formed the involvement of Turkish foreign policy in particular by the French governments between 1936 and 1939, in this process has also caused tensions in the Turkish-French relations. The essence of foreign policy of these aspects shows the sensitivity of the development stages of Turkish national foreign policy. During long talks with the French government, which wanted to restore its relations with Syria-Lebanon in the face of European disasters, a treaty of independence between Syria and France was signed on September 9, 1936. The fact that France granted independence to Syria on the basis of this treaty, and to Lebanon in November, the Turkish government has brought the issue of Syria back to the agenda. The transfer of France to Syria of all its powers in connection with Sancak, while withdrawing from Syria, has led to Turkey’s action. This issue caused a number of problems in the Turkish-French relations between 1936 and 1939. When France stated that Turkey's demands on Hatay would be accepted, on 23 June 1939 the Turkish-English alliance was signed with a similar France. In this context, in light of the records posted in The Times, France has unconditionally transferred Hatay to Turkey, where it was occupied and mandated by the decision of the United Nations. In this article, the diplomatic developments on the subject will be evaluated primarily through the newspaper The Times, a leading UK broadcaster.
