Türk devlet kültüründe güvenlik ve kolluk hizmetlerinde askerî teşkilatlar önemli bir yere sahiptir. Daha öncesinde olduğu gibi Osmanlı İmparatorluğu’nda da genel kolluk hizmetlerinin askerî örgütler ve bu örgütlerde çalışan kişilerden kolluk hizmetlerine ayrılanlar tarafından yerine getirildiği gözlenmektedir. Türk kamu yönetiminde güvenlik ve kamu düzenine ilişkin yapılanma ve bağlılıklar da ihtiyaçlar çerçevesinde dönemsel olarak farklılıklar sergilemiştir. Türkiye’de melez yeteneklere sahip çoklu genel kolluk sistemi içinde ihtiyaçlar çerçevesinde çağın gerektirdiği yapısal dönüşümler uygulanırken, mevcut durumda sistem yeniden kurumsallaşma süreci yaşamaktadır. Türkiye’deki melez yapıdaki çoklu genel kolluk sisteminin kurumsallaşma serüvenini irdeleyen bu çalışmada, Türkiye’deki genel kolluk teşkilatlarının gelişimine ve yapılanmasına ilişkin genel bir çerçeve sunularak, Türkiye’de güvenlik sektöründeki dönüşümün çoklu kolluk sistemi üzerindeki etkileri kurumsallaşma bağlamında incelenmiştir.
In the Turkish state culture, military agencies have an important place in security and law services. As before, in the Ottoman Empire, the general legal services are observed by the military organizations and those who work in these organizations are assigned to legal services. In the Turkish public administration, the structure and commitments relating to security and public order have also periodically demonstrated differences in the framework of needs. In Turkey, the multi-general law system with the ability to be worn in the framework of the needs of the structural transformations required by the age is implemented, while in the current case the system is experiencing the process of re-institutionalization. In this study, which addresses the corporationalization of the multilateral general law system in the Turkish structure, a general framework for the development and construction of the general law bodies in Turkey, the impact of the transformation in the security sector in Turkey on the multilateral law system has been studied in the context of corporationalization.
Military organizations have an important place in security and law enforcement services in Turkish state culture. As it had been before, it was observed that general law enforcement services in the Ottoman Empire were carried out by military organizations and by those reserved for law enforcement services within these organizations. Organizational charts and structures related to security and public order in Turkish public administration have also differed periodically depending on public needs. While required structural transformations have been implemented within the Turkish plural general law enforcement system, which has hybrid capabilities, depending on public needs, currently, the system has been experiencing a re-institutionalization period. Within this study, which addresses the institutionalization adventure of the hybrid structure of the Turkish plural general law enforcement system, the impacts of transformation in the security sector in Turkey on its plural general law enforcement system are examined in the context of institutionalization, presenting a general framework for the development and structure of the Turkish law enforcement organizations.
