We must first refer to the welfare state system in order to understand the social security system in Turkey. There is no a strong welfare state in under developed countries such as Turkey as in Western Europe. When a historical evaluation of social security in terms of Turkey's history is taken in to account it is neccessary to take theperiod which started with the foundation of the Republic and continue duptot heend of World War II. The first serious arrangement fort he workers an demployees' rights in Turkey is the Labor Law which was enacted in 1936. After 1945 the institutional ization process has continued, with 1961 Constitution social rights has been in creased. In 1980’s a decline began in state social security spending. The New Right politics combined with liberalization of Özal accelerated. The neo-liberalization starting in 1980's has quickly decreased government social security spending and the sepolicies began to encoura get heprivate sector. Private pension system is a product of this transformation process Express edabove. Individuals with private pension system do not expect just to meet all the expenses met by the state'sretirement system, working people in vest for the future while working in a job. Thus, the state reduces social spending and moving away from the center of the social security system
