Okulun amaçlar doğrultusunda işlevlerini yerine getirebilmesinde okul yöneticisinin sorumluluğu ve artan etkisi daha belirgin hale geldikçe, karar vericiler ve politika yapıcıların okul yöneticilerine yönelik bakış açılarında önemli değişimler meydana gelmiştir. Bu nedenle küreselleşme ve değişim sürecinde okul yöneticilerinin yetiştirilmesi, seçilmesi ve atanmasına ilişkin politikaların gözden geçirilmesi önem teşkil etmektedir. Bu çalışmada küreselleşme ve değişimin etkisinde okul yöneticiliği seçme, yetiştirme ve atama politikalarının gözden geçirilmesi amaçlanmıştır. Bu amaçla yarı yapılandırılmış görüşme formu geliştirilmiş ve katılımcılara uygulanmıştır. Elde edilen veriler, nitel analiz programı kullanılarak analiz edilmiştir. Çalışmada seçkisiz örnekleme yöntemlerinden Amaçlı Örnekleme yöntemi kullanılmıştır. Araştırmanın çalışma grubunu, 2021-2022 eğitim-öğretim yılında İstanbul İli Kartal, Maltepe ve Sultanbeyli ilçesinde görev yapan 15 eğitim yöneticisi oluşturmaktadır. Veri toplama sürecinde katılımcılarla yüz yüze görüşme yapılmıştır. Araştırma verilerine göre, Türkiye’de eğitim yöneticilerinin seçilmesi, yetiştirilmesi ve atanması süreçleriyle ilgili eğitim yöneticilerinin görüşleri ile oluşturulan tema ve alt temalara yer verilmiştir. Bu konuda katılımcıların en çok vurguladığı husus, eğitim yöneticiliği politikalarında yaşanan karmaşıklık ve yetersizlik olmuştur. Bulgulara göre, Milli Eğitim Bakanlığının son yıllarda oldukça sık değişimler yaptığı ve bu durumun eğitimde karmaşa meydana getirdiği ifade edilmiştir. "Yeni yönetim anlayışı" temasında katılımcılar, eğitimde ortaya çıkan yenilikleri okul müdürlerinin takip etmeleri gerektiğini ifade etmiş ve bu yenilikleri yönetim süreçlerinde uygulamaları gerektiği vurgulanmıştır.
As the responsibility and increasing impact of the school manager in the school’s capacity to perform its functions in accordance with the objectives, significant changes have occurred in the views of decision makers and policy makers towards the school managers. Therefore, it is important to review the policies relating to the training, selection and appointment of school managers in the process of globalization and change. This study aims to review the policies of selection, training and appointment of school management under the influence of globalization and change. For this purpose, a semi-configured conversation form has been developed and applied to the participants. The data obtained was analyzed using the quality analysis program. In the study, an unselective sample method was used. The research work group consists of 15 educational managers working in the provinces of Istanbul, Maltepe and Sultanbeyli in the 2021-2022 educational year. Interviews were made face-to-face with participants during the data collection process. According to the research data, the topics and sub-themes created with the opinions of the educational managers regarding the processes of selection, training and appointment of educational managers in Turkey have been included. The most emphasized aspect of this was the complexity and insufficiency in the education management policies. According to the findings, the Ministry of National Education has made quite frequent changes in recent years and this situation has caused complications in education. In the theme of "new management understanding", the participants expressed that the school directors should follow the innovations that arise in education and that these innovations should be applied in the management processes.
