Türkiye’de 1990 sonrasında yaşanan gelişmelere bağlı olarak siyasal ve toplumsal alanda merkez-çevre geriliminin arttığı sahneler ortaya çıkmıştır. Hızlı kentleşme ile birlikte kentlere doğru kırsal göçler artış göstermiştir. Bu durum aynı zaman kırsal kültürel kodların da kentlere taşınması demektir. Bu dönemlerde özellikle medyatik figürler üzerinden Türkçeye “Beyaz Türkler” denen bir kavramsallaştırma kazandırılmıştır. Bu kavram siyasal alan tartışmalarına kendi zıddını da dahil ederek girmiştir. 2018 cumhurbaşkanlığı seçiminde “Beyaz-Zenci Türk” ayrımının iki aday tarafından seçmen davranışını etkilemek maksadıyla “merkez-çevre” dikotomisi içerisinde kullanılması, mevcut ayrımın elit, entellektüel, zengin ve üst sınıf gibi kültürel, ekonomik kodlarla başlayıp, siyasal alandaki merkez-çevre ikiliği çerçevesine oturtulması bu çalışmanın çıkış noktasıdır. Bu çalışmanın amacı, Şerif Mardin tarafından Türk siyasal hayatını tanımlamada kullanılan “Merkez-Çevre” tezinin varlığını biçim değiştirerek (Beyaz-zenci Türk) devam ettirdiğini ortaya koymaktır.
In Turkey after the 1990s, the scenes of central-environmental tensions in the political and social field have emerged due to the developments that occurred. With the rapid urbanization, rural migrations towards cities have increased. This means that rural cultural codes are also transferred to cities. During these periods, a conceptualization called "White Turks" was given to Turkey, especially through media figures. This concept has also entered into the political sphere by including its own discourse. The use of the "white-black Turk" distinction in the 2018 presidential election in the dicotomy of "center-environment" in order to influence the voter behavior by two candidates, the current distinction begins with cultural, economic codes such as the elite, intellectual, wealthy and top class, and is the starting point of this study to sit in the framework of the central-environment duality in the political field. The aim of this study is to show that the "Central-Environment" thesis used by Sheriff Mardin in defining the Turkish political life has continued by changing the form of existence (White-Zenci Turk).

The use of the "White-Black Turks" distinction in the 2018 presidential election to influence voter behavior by the two candidates in the "center-periphery" dichotomy, starting with the existing distinction with cultural, economic codes such as elite, intellectual, rich and upper class. The aim of this study is to reveal that the “Center-Periphery” thesis used by Ş.Mardin to define Turkish political life continues by changing its form (White-Black Turks).
