Although Kazakhstan gained its independence in 1991, Kazakhstan has not had the prestige that a written language should have, and it is still far from using the advantages of being a written language of a country. The basis for Kazakhstan's such occurrence is the acceptance of Russian as the official language of the Union during the Soviet Union, and Kazakhstan as the main language or regional language of speech used by the Kazakhs. With this status, Kazakhstan has not been used in the fields such as education, art, culture, science, international relations, public communication, and therefore has not formed terms that should form in these fields. The dictionaries prepared by the Russians in their state of mutuality, although they seem to be a written language dictionary, all the words in their mouths were included as the head of the dictionary, the local speeches used in their mouths entered the grammar books and the Kazak language education was made with these materials. The transfer of all the elements in the mouths to the written language in the relationship between a common language or written language and the mouths is the greatest obstacle to the function that the written language should see. Even though the official language and the written language are the same in many countries, in some cases the official language and the written language may be different. Writing language provides an undeveloped local speaking language appearance because it does not have the prestige that the official language has. Today in Kazakhstan, it is possible to see both the vocabulary in the mouths in the written language dictionary and the vocabulary in the mouths in the grammatical books read in schools. When we talk about the relationship between the written language and the speaking language in linguistics, it is noted that the approach of the speaking language to the written language will lose the oral characteristics; the use of too much of the written language's oral elements in the body will make the written language a non-standard mouth mixture. Currently, Kazakhstan is experiencing this situation.
