Bu çalışmada sağlık hizmetlerinde ücret esnekliği çerçevesinde gerçekleşen maaş-ücret temelli dönüşümün ortaya konulması amaçlanmıştır. Bu dönüşümü açıklamak amacıyla Resmi Gazete, mevzuat, Maliye Bakanlığı ve Sağlık Bakanlığının yayımlanmış verilerinden faydalanılmış, örneklem olarak Ankara ilinde faaliyet gösteren iki eğitim ve araştırma hastanesinin performansa göre ödeme verilerinden faydalanılmıştır. Yapılan çalışma kapsamında elde edilen veriler kamu sağlık hizmetlerinde görülen istihdam ve çalışma süresi esnekliğinin yanında ücret esnekliğinin de performansa göre ödemeyle uygulandığını göstermektedir. Kamu sağlık hizmetlerinde ücret esnekliğine yönelik politikalar, “etkin devlet” vurgusu çerçevesinde mali sürdürülebilirlik amacıyla uygulanmıştır
In this study, the aim is to reveal the remuneration-based conversion in the framework of wage flexibility in healthcare services. In order to explain this conversion, the Official Gazette, the legislation, the Ministry of Finance and the Ministry of Health have taken advantage of the published data, as an example, the payment data according to the performance of the two educational and research hospitals operating in the province of Ankara. The data obtained in the framework of the study shows that, in addition to the flexibility of employment and working time seen in public health services, the flexibility of wages is also applied by payments according to performance. The policies for wage flexibility in public health services have been implemented in the framework of the emphasis on "active state" for financial sustainability.
With this study, it is aimed to put forth salary-wage based transformation realised within the frame of wage elasticity in public health services. With a view to explain this transformation, Official Newspaper, legislation, published data of Ministry of Finance and Ministry of Health were used, and payment according to performance data regarding two training and research hospitals operating in Ankara were taken as a sample. Data obtained within the context of this study showed that in addition to employment and working time elasticity, wage elasticity is also applied according to pay for performance. In public health services, policies devoted to wage elasticity are applied within the frame emphasizing “effective state” on the purpose of financial sustainability.
