1923 yılında Cumhuriyet’in ilanından itibaren Türkiye genelinde idari, sosyal, siyasi ve iktisadi başta olmak üzere çok sayıda yenilik ve düzenlemeler yapılmıştır. Bu yeni düzenlemelerle ülkenin modern usullerle yönetilmesi hedeflenmiştir. Bunlar arasında idari yapıda gerçekleştirilen hudut düzenlemeleri en fazla ön plana çıkanlardır. Bu düzenlemelerin çokça yapıldığı yerlerden birisi de Türkiye’nin ilk vilâyetlerinden birisi olan Maraş’tır. Yeni Türk devletinin oluşumunda önemli bir yere sahip olan ve ilk vilâyetlerden birisi Maraş’ın tarihi, zengin olaylarla doludur. Ulusal ruhun, ulusal direnişin bir sembolü durumunda olan Maraş’ın bu özelliği, bu gücü karşılıksız bırakılmamış ve bu vilâyet 5 Nisan 1925’te Türkiye Büyük Millet Meclisi (TBMM) tarafından ‘’Kırmızı Şeritli İstiklal Madalyası’’ ile ödüllendirilmiştir. Ayrıca Maras’ın gelişmiş bir vilâyet olması için ide idari alanda ciddi adımlar atılmıştır. Bu makalede, Milli Mücadele Tarihinde önemli bir rol oynamış olan Maraş’ta şehrin gelişimi anlamında yapılan idari alandaki düzenlemeler gerekçeleriyle beraber teferruatlı bir biçimde ele alınmış ve bunun nüfusun potansiyelini nasıl etkilediği ayrıntılı bir biçimde irdelenmiştir. Bu kapsamda, çalışmamızdaki temel amaç, Cumhuriyetin ilk dönemlerinde Maraş vilâyetinde idari alanda yapılan düzenleme ve nüfusun yapısındaki değişimleri nedenleriyle birlikte ortaya çıkarmaktır. Türkiye’de Cumhuriyet’in ilk dönemlerinde yeni ilçe, bucak ve köylerin tesis edilmesi, köylere bağlı olan bazı mahallelerin büyütülerek köy yapılması ve nüfustaki artış ya da azalmalara bağlı bazı köylerin de mahalleye dönüştürüldüğünden hareketle önemli idari hudut düzenlemelerin yapıldığı belgelerle ortaya çıkmaktadır. Bu kapsamda bu makalede söz konusu düzenlemeler, Maraş özelinde, elde edilen bulgu ve belgelerle irdelenmiştir. Bu makale, öncelikle Cumhurbaşkanlığı Cumhuriyet Arşivi, Resmi gazetenin verileri ve Türkiye İstatistik Kurumundan elde edilen bilgiler olmak üzere telif eserlerden faydalanılarak edilerek hazırlanmıştır. Ayrıca bu makalede doküman analizi tekniği kullanılmıştır.
Since the Declaration of the Republic in 1923, a number of administrative, social, political and economic innovations and regulations have been made throughout Turkey. These new regulations aimed at governing the country by modern methods. Among them, the most famous forms in the world are the first forms in the world. One of the places where many of these arrangements were made is Maraş, one of the first provinces of Turkey. One of the first provinces, which has an important place in the formation of the new Turkish state, is the history of Maraş, full of rich events. This characteristic of Maraş, which is a symbol of the national spirit, the state of national resistance, this power has not been left unpaid and this province was awarded by the Greater National Assembly of Turkey (TBMM) on 5 April 1925 with the "Red Belt Stiklal Medal". Moreover, serious steps have been taken in the ideological area to make Maras a developed province. In this article, the administrative arrangements made in the city’s development in Maraş, which has played an important role in the history of the National Struggle, have been discussed in a thorough manner along with the reasons and detailed how this affects the population’s potential. In this context, the main objective of our work is to reveal the causes of the arrangements and changes in the structure of the population in the early periods of the Republic in the administrative area of the province of Maraş. In Turkey, in the early periods of the Republic, the establishment of new districts, cities and villages, the expansion of some neighborhoods connected to the villages and the transformation of some villages connected to the increase or decrease of the population into the neighborhoods, the movement shows the documents in which important administrative arrangements are made. In this context, the provisions in this article, in particular, are covered by the findings and documents obtained. This article was prepared primarily by the President's Republic Archive, the data of the Official Gazette and the information obtained from the Turkish Statistical Bureau; using the authorship works.
