Weber, bürokratik yapılanmayı ideal bir model olarak tasvir etmiştir. Weber’in tasvir ettiği bu ideal modelde, çalışanların duygulardan arınmış olmaları öngörülmektedir. İnsanın olduğu her yerde, duygusal unsurlardan bağımsız bir şekilde işleri yürütmenin çok zor olduğu gerçekliğinden hareketle günümüz örgütlerine bakıldığında, Weber’in öngörüsünün tam olarak işlerlik kazanmadığı görülebilmektedir. Zaten ideal tip modeli de, tam olarak gerçekleşmeyi değil, ona yaklaşmayı ifade etmektedir. Tam da bu nedenle, Weberyan olarak bilinen bütün araştırma bu araştırmada da olduğu gibi ve incelmeler, bürokrasiyi değil onun kusurlu yönlerini ortaya koymaya yönelik olarak yürütülmektedir. Özellikle yönetim kademesinde yer alan bireylerin, sahip oldukları gücü farklı şekillerde kullanarak, bürokratik anlayıştan uzaklaştıkları görülebilmektedir. İnsan kaynakları yöneticileri ile derinlemesine mülakatların gerçekleştirildiği bu makalede, yöneticilerin görevlerini yerine getirirken, Weber’in ideal tip bürokrasi modelinden ne ölçüde uzaklaşmakta oldukları belirlenmeye çalışılmıştır. Araştırma sürecinde yürütülen mülakatların analizi sonucunda beş ana tema ortaya çıkarılmıştır. Bunların sırasıyla gayrişahsilik ilkelerine aykırı davranışlara yönelme, aşırı formal davranışlara yönelme, büropatolojik davranışlara yönelme, bürokratik sabotaj türü davranışlara yönelme ve duygusal davranışlara yönelme olduğu belirlenmiştir.

Weber described the bureaucratic structure as an ideal model. In this ideal model that Weber depicts, it is predicted that employees will be free from emotions. Wherever the human being is, it is possible to see that Weber’s forecast does not work exactly from the reality that it is very difficult to do things independently of the emotional elements. For example, the ideal type model does not mean to realize exactly, but to approach it. That’s why all the research known as Weberyan, as in this study, and the studies are carried out to reveal its defects, not the bureaucracy. In particular, individuals in the management stage can see that they are distracted from bureaucratic understanding by using their power in different ways. In this article, in which profound interviews are conducted with human resource managers, managers are trying to determine how far Weber’s ideal type of bureaucracy model is distant while performing their duties. The analysis of the interviews conducted during the research process has revealed five main topics. These, respectively, have been determined to be oriented to behaviors contrary to the principles of non-personality, to be oriented to excessive formal behaviors, to be oriented to bureaucratic behaviors, to be oriented to behaviors of the type of bureaucratic sabotage and to be oriented to emotional behaviors.

Weber described the bureaucratic structuring as an ideal model. In this ideal model Weber describes, employees are expected to be free from emotions. When we look at today’s organizations, we can see that Weber’s foresight is not fully operational, wherever there is a human being, it is very difficult to conduct business independently of the emotional elements. Already the ideal type of model, not exactly realization, means to approach it. Precisely for this reason, all the research known as Weberyan as in this study and examinations are carried out in order to reveal its imperfections, not bureaucracy. In particular, individuals in the management level, using their power in different ways, away from the bureaucratic understanding can be seen. In this article, in which in-depth interviews were conducted with human resources managers, it is tried to determine the extent of which Weber’s ideal type bureaucracy model while executing the tasks of the managers. As a result of the analysis of the interviews conducted during the research process, five main themes were revealed. These are respectively; It has been determined that there is a tendency towards behaviors that are contrary to the principles of non-personal, orientation towards excessive formal behaviors, tendency towards bureaucratic behaviors, tendency towards behaviors like bureaucratic sabotage and tendency towards emotional behaviors
