Abstract:

This article aims to address the similarities and differences between the Astana Process designed by Turkey, Russia and Iran for Syria and the Sixth Platform Initiative that Turkey offers as a solution mechanism to promote peaceful conditions and to develop cooperation in the South Caucasus. In this regard, the process monitoring method has been applied to assess the probability of the success of the Sixth Platform initiative. Over the past twenty years, peace proposals to the South Caucasus have been drawn up under various topics but no solution has been achieved. This study claims that the regional-global context and the inclusion of relevant actors have a direct impact on the probability of success. If it is considered that Turkey, Iran and Russia have demonstrated their ability to cooperate in the Astana process designed for Syria, it seems high the chance that the Sixth Platform will be implementable in this case. However, this also increases the likelihood of the Sixth Platform initiative to fail. Zira, the conflicting interests of Turkey, Russia and Iran in Syria, the still ongoing Astana Process, has occasionally been overwhelmed. Since the developments in Syria suggest that they will have a significant impact on the South Caucasus policy, which is already on a very vulnerable ground, this article discusses the basis that this dynamics may have negative reflections for the Sixth Platform initiative.
